| Abstract: | Penelitian ini bertujuan untuk menganalisis Implementasi Kebijakan Institusi Penerima Wajib Lapor (IPWL) di UPTD Khusus RSJ Prof. Muhammad Ildrem Provinsi Sumatera Utara, serta mengetahui faktor penghambat dalam penerapannya. Program IPWL diamanatkan oleh Undang-Undang Nomor 35 Tahun 2009 tentang Narkotika dan Peraturan Pemerintah Nomor 25 Tahun 2011 yang menekankan pada pendekatan rehabilitatif terhadap pecandu dan korban penyalahgunaan narkoba. Penelitian ini menggunakan metode kualitatif dengan menggunakan wawancara, observasi, dan dokumentasi sebagai teknik pengumpulan data. Informan terdiri dari direktur rumah sakit, tenaga medis, perawat, konselor, dan warga IPWL. Analisis ini menerapkan teori implementasi kebijakan Edward III, yang mencakup empat variabel utama: komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa penerapan IPWL di UPTD Khusus RSJ Prof. Muhammad Ildrem telah dilaksanakan sesuai dengan standar operasional prosedur yang telah ditetapkan, khususnya pada layanan rehabilitasi medis dan psikososial. Namun masih terdapat beberapa tantangan yang masih dihadapi, antara lain keterbatasan sumber daya manusia, kurangnya sosialisasi kepada masyarakat, stigma negatif masyarakat terhadap pengguna narkoba, dan keterbatasan anggaran. Studi ini menyimpulkan bahwa Implementasi IPWL di UPTD Khusus RSJ Prof. Dr. Muhammad Ildrem Provinsi Sumatera Utara secara umum telah berjalan sesuai dengan ketentuan kebijakan yang berlaku namun belum sepenuhnya optimal, yang ditandai dengan adanya alur pelayanan yang jelas melalui standar operasional prosedur (SOP) mulai dari tahap pendaftaran, asesmen, hingga rehabilitasi lanjutan. Pelaksanaan program ini juga didukung oleh sikap pelaksana yang profesional dan empatik dalam memberikan pelayanan kepada pasien, sehingga mampu menciptakan pendekatan rehabilitatif yang berorientasi pada pemulihan pasien. Faktor penghambat dalam implementasi IPWL masih ditemukan pada beberapa aspek, yaitu komunikasi dan sosialisasi kebijakan kepada masyarakat yang belum optimal; masih kuatnya stigma masyarakat terhadap penyalahguna narkotika; keterbatasan sumber daya manusia serta fasilitas yang mempengaruhi kualitas pelayanan; belum optimalnya koordinasi lintas sektor dengan instansi terkait; serta kondisi sosial dan budaya masyarakat yang turut mempengaruhi tingkat partisipasi dalam program wajib lapor. This study aims to analyze the implementation of the Compulsory Reporting Institution (IPWL) policy at the Special UPTD RSJ Prof. Dr. Muhammad Ildrem North Sumatra Province, and to identify the inhibiting factors in its execution. The IPWL program is mandated by Law Number 35 of 2009 concerning Narcotics and Government Regulation Number 25 of 2011, which emphasizes a rehabilitative approach for addicts and victims of drug abuse. This research employs a qualitative method, utilizing interviews, observation, and documentation as data collection techniques. Informants consist of the hospital director, medical personnel, nurses, counselors, and IPWL residents. This analysis applies Edward III’s policy implementation theory, which encompasses four primary variables: communication, resources, disposition of implementers, and bureaucratic structure. The research findings indicate that the implementation of IPWL at the Special UPTD RSJ Prof. Dr. Muhammad Ildrem North Sumatra Province has been carried out in accordance with established Standard Operating Procedures (SOP), particularly in medical and psychosocial rehabilitation services. However, several challenges persist, including limited human resources, insufficient public socialization, negative social stigma against drug users, and budgetary constraints. The study concludes that the implementation of IPWL at the Special UPTD RSJ Prof. Dr. Muhammad Ildrem North Sumatra Province, has generally proceeded according to applicable policy provisions but is not yet fully optimal. This is characterized by a clear service flow through SOPs ranging from registration and assessment to further rehabilitation. The program's execution is also supported by the professional and empathetic attitude of the implementers in providing services, creating a recovery-oriented rehabilitative approach. Inhibiting factors in the implementation of IPWL are still found in several aspects, namely: suboptimal communication and policy socialization to the public; the enduring strength of social stigma against narcotics abusers; limitations in human resources and facilities affecting service quality; suboptimal cross-sector coordination with relevant agencies; and socio-cultural conditions that influence the level of participation in the compulsory reporting program. |
