Abstract: Penelitian ini bertujuan untuk menganalisis rantai nilai kopi Mandailing di Desa Pagur, Kecamatan Panyabungan Timur, Kabupaten Mandailing Natal melalui pendekatan pemetaan, tata kelola, dan peningkatan rantai nilai. Kopi Mandailing merupakan salah satu komoditas unggulan yang memiliki nilai ekonomi tinggi, namun petani masih menghadapi permasalahan seperti fluktuasi harga, keterbatasan akses pasar, dan rendahnya posisi tawar. Hasil pemetaan (mapping) menunjukkan bahwa pelaku aktif dalam rantai nilai kopi Mandailing terdiri atas petani kopi, pedagang pengumpul, pedagang besar, dan pelaku pengolahan. Aliran produk berlangsung melalui beberapa jalur pemasaran yang sederhana dan fleksibel, mengikuti mekanisme pasar. Volume produksi petani mengalir ke pedagang pengumpul, selanjutnya ke pedagang besar, dan sebagian diteruskan ke pelaku pengolahan untuk menghasilkan produk turunan kopi. Hubungan antar pelaku didominasi oleh transaksi jual beli langsung tanpa ikatan kontraktual yang kuat. Analisis tata kelola menunjukkan bahwa tipe tata kelola yang terbentuk adalah tipe market, yang dicirikan oleh rendahnya kompleksitas transaksi, kemudahan dalam menerjemahkan informasi, serta rendahnya tingkat koordinasi eksplisit antar pelaku. Hubungan antar pelaku terutama didasarkan pada mekanisme harga pasar. Peningkatan dalam rantai nilai kopi Mandailing masih terbatas dan didominasi oleh perbaikan proses dan produk secara sederhana. Pada tingkat petani dilakukan perbaikan budidaya dan penanganan pascapanen, sedangkan pada tingkat pedagang dan pengolahan dilakukan sortasi, pengeringan, dan pengolahan dasar. Namun, kegiatan upgrading tersebut belum dilakukan secara terkoordinasi dan belum mampu meningkatkan nilai tambah secara signifikan. This study aims to analyze the value chain of Mandailing coffee in Pagur Village, Panyabungan Timur Sub-district, Mandailing Natal Regency using the value chain approach of mapping, governance, and upgrading. Mandailing coffee is one of the leading commodities with high economic value; however, farmers still face several constraints such as price fluctuations, limited market access, and weak bargaining power. The mapping results show that the active actors in the Mandailing coffee value chain consist of coffee farmers, local collectors, large traders, and processing actors. The product flow occurs through several simple and flexible marketing channels that follow market mechanisms. The volume of coffee produced by farmers flows to collectors, then to large traders, and partly to processors to produce derivative coffee products. The relationships among actors are dominated by direct buying–selling transactions without strong contractual arrangements. The governance analysis indicates that the type of governance formed in the Mandailing coffee value chain is the market type. This type is characterized by low transaction complexity, ease of codifying information, and a low level of explicit coordination among actors. Relationships among actors are mainly based on price mechanisms in the market. Upgrading activities in the Mandailing coffee value chain are still limited and are dominated by simple improvements in processes and products. At the farmer level, improvements are carried out in cultivation practices and post-harvest handling, while at the trader and processing levels, activities include sorting, drying, and basic processing. However, these upgrading efforts have not been carried out in a coordinated manner and have not yet been able to significantly increase value added.
