Implementasi Sosialisasi Peraturan Daerah No. 1 Tahun 2019 Tentang Pencegahan Penyalahgunaan Narkotika Di Smp Swasta Gbkp Kabupaten Karo

Abstract

Implementasi adalah pelaksanaan dari suatu kegiatan yang telah ditetapkan sebelumnya. Dalam proses pembuatan kebijakan publik, implementasi merupakan tahap yang krusial, karena sebaik apapun rencana atau formulasi yang dibuat, jika tidak dapat diimplementasikan maka kegiatan tersebut akan sia-sia. Permasalahan dalam penelitian ini adalah, bagaimana implementasi sosialisasi Peraturan Daerah Nomor 1 Tahun 2019 tentang Pencegahan Penyalahgunaan Narkotika di SMP Swasta GBKP Kabupaten Tanah Karo, apa saja faktor kesulitan dalam mengimplementasikan sosialisasi Peraturan Daerah Nomor 1 Tahun 2019 tentang Pencegahan Penyalahgunaan Narkotika di SMP Swasta GBKP Kabupaten Tanah Karo, Untuk memperoleh data, digunakan metode penelitian deskriptif, teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Informan penelitian terdiri dari guru-guru SMP Swasta GBKP, siswa dan orang tua siswa. Berdasarkan hasil penelitian, terdapat enam variabel yang menjadi dasar dalam mempengaruhi kinerja implementasi, yaitu standar dan agen pelaksana, sikap pelaksana, komunikasi antar organisasi pelaksana, serta lingkungan sosial, ekonomi, dan politik. Sosialisasi telah dilakukan meskipun belum sepenuhnya mencapai hasil yang maksimal. Hambatan dalam pelaksanaan sosialisasi terkait dengan kesibukan anggota DPRD Sumatera Utara dan instansi terkait untuk mendatangi lokasi sosialisasi. Selain itu, juga terkait dengan kesiapan mahasiswa dan tindak lanjut dari sosialisasi tersebut bagi mahasiswa yang menjadi sasaran sosialisasi. In the process of making public policy, implementation is a crucial stage, because no matter how good the plan or formulation that is made, if it cannot be implemented then the activity will be in vain. The research problem is, how to implement the socialization of Regional Regulation Number 1 of 2019 concerning Prevention of Narcotics Abuse in GBKP Private Middle Schools, Tanah Karo Regency, what are the difficulty in implementing the socialization of Regional Regulation Number 1 of 2019 concerning Prevention of Narcotics Abuse in GBKP Private Middle Schools, Karo Regency, To obtain data, descriptive research methods were used, data collection techniques through observation, interviews and documentation. The research informants consisted of GBKP Private Middle School teachers, students and their parents. Based on the research results, there were six variables that from the basis for influencing implementation performance, namely policy standards and agents, attitudes of implementers, communication between implementing organizations, as well as the social, economic and political environment. Socialization has been carried out although it has not fully achieved maximum results. Obstacles to implementing socialization are related to the busy schedules of North Sumatra DPRD members and related agencies to go to the socialization location. Apart from that, it is also related to student readiness and the follow-up to the socialization for students who are the targets of the socialization
