dc.description.abstractPenelitian ini bertujuan untuk mengevaluasi pengelolaan Dana Desa di Desa Tanjung Kubah, Kecamatan Air Putih, Kabupaten Batu Bara, Provinsi Sumatera Utara dengan menggunakan enam indikator evaluasi kebijakan menurut William N. Dunn, yaitu efektivitas, efisiensi, pemerataan, ketepatan, kecukupan, dan responsivitas. Metode penelitianyang digunakanadalah kualitatif melalui observasi,wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa empat indikator telah terlaksana dengan baik, yaitu efektivitas, efisiensi, pemerataan, dan ketepatan. Hal iniditunjukkan dengan adanya pelaksanaan program yang sesuai dengan perencanaan, penggunaan dana yang relatif hemat, distribusi manfaat yang merata, serta kesesuaian antara perencanaan dengan realisasi. Namun, dua indikator lainnya belumterlaksana optimal, yakni kecukupan dan responsivitas. Kecukupan anggaran masih menjadi kendala dalam memenuhi seluruh kebutuhan pembangunan desa, sementara responsivitas rendah karena mekanisme penyesuaian program terhadap kebutuhan mendesak masyarakat belum berjalan efektif. Dengan demikian, perbaikan dalam aspek perencanaan anggaran, mekanisme respons cepat, serta peningkatan partisipasi masyarakat sangat diperlukan untuk meningkatkan kualitas pengelolaan Dana Desa ke depan. This study aims to evaluate the management of Village Funds in Tanjung Kubah Village, Air Putih District, Batu Bara Regency, North Sumatra Province using six policy evaluation indicators according to William N. Dunn, namely effectiveness, efficiency, equity, accuracy, adequacy, and responsiveness. The research method used is qualitative through observation, interviews, and documentation. The results of the study indicate thatfour indicators have been implemented well, namely effectiveness, efficiency, equity, and accuracy. This is indicated by the implementation of programs in accordance with the plan, relatively economical use offunds, equitable distribution of benefits, and the alignment between planning and realization. However, two other indicators have not been optimally implemented, namely adequacy andresponsiveness. Budget adequacy remains a constraint in meeting all village development needs, while responsiveness is low because the mechanism for adjusting programs to urgent community needs has not been effective. Thus, improvements in aspects of budget planning, rapid response mechanisms, and increased community participation are urgently needed to improve the quality of Village Fund management in the future.en_US
