dc.description.abstractPenelitian ini bertujuan untuk menganalisis strategi pemerintah daerah dalam pengembangan Desa Wisata Hutanagodang Kecamatan Muara Kabupaten Tapanuli Utara. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi terhadap pemerintah desa, masyarakat, serta pihak terkait dalam pengelolaan desa wisata. Hasil penelitian menunjukkan bahwa strategi pemerintah daerah dalam pengembangan Desa Wisata Hutanagodang dilakukan melalui perencanaan pengembangan pariwisata, penyediaan infrastruktur pendukung, pemberdayaan masyarakat, serta promosi potensi wisata desa. Namun, pelaksanaannya belum berjalan optimal akibat keterbatasan anggaran, sarana prasarana yang belum memadai, serta rendahnya partisipasi masyarakat dalam pengelolaan desa wisata. Selain itu, koordinasi antar stakeholder masih perlu ditingkatkan agar pengembangan desa wisata dapat berjalan secara berkelanjutan. Penelitian ini menyimpulkan bahwa keberhasilan pengembangan Desa Wisata Hutanagodang sangat dipengaruhi oleh peran aktif pemerintah daerah, kolaborasi dengan masyarakat, serta dukungan kebijakan dan sumber daya yang memadai. Oleh karena itu, diperlukan strategi yang lebih terintegrasi dan partisipatif guna meningkatkan daya saing desa wisata dan kesejahteraan masyarakat setempat. This study aims to analyze the local government's strategy in developing the Hutanagodang Tourism Village in Muara District, North Tapanuli Regency. This study used a qualitative approach with descriptive methods. Data collection techniques included interviews, observations, and documentation with the village government, the community, and relevant stakeholders involved in tourism village management. The results indicate that the local government's strategy for developing the Hutanagodang Tourism Village encompasses tourism development planning, provision of supporting infrastructure, community empowerment, and promotion of the village's tourism potential. However, implementation has not been optimal due to budget constraints, inadequate infrastructure, and low community participation in tourism village management. Furthermore, coordination between stakeholders needs to be improved to ensure sustainable tourism village development. This study concludes that the successful development of the Hutanagodang Tourism Village is heavily influenced by the active role of the local government, collaboration with the community, and adequate policy support and resources. Therefore, a more integrated and participatory strategy is needed to improve the competitiveness of the tourism village and the well-being of the local community.en_US
