The School-Based Management (SBM) is implemented transparently and accuntably by empowering the school community and the society, and applying the curriculum of schooling level (KTSP) as a learning process strategy/method/model used to improve quality of education in an active, creative, effective, and enjoying teaching and learning process. For that reason, the implementation of SBM needs supports of human resources (principle, teacher, and staff, school committee and society), equipment and budget. The result of this in Junior High School of 9 (SMPN 9), Junior High School of 24 (SMPN 24 ), and Junior High School of 28 (SMPN 28) of Medan shows some problems found in the implementation of SBM, such as: the teachers are not professional enough, the school community and society support less, the SBM concept socialized less, and the government is not consistent with the rules decided. The supporting factor found in the implementation of the SBM at Junior High School of 9 (SMPN 9), Junior High School of 24 (SMPN 24), and Junior High School of 28 (SMPN 28) of Medan is that the geographic locations of the schools are far from the crowd that the teaching and learnimg process can be performed quietly and safely.en_US
