Implementasi Fungsi Pengawasan DPRD dalam Pendistribusian Beras Sejahtera di Kota Medan

Abstract

Implementation of the DPRD's oversight function is of paramount importance to ensure that local governments run in accordance with the applicable legislation and regulatory framework including programs implemented by local governments. The rice subsidy program is a program for low-income communities whose distribution is the responsibility of the city government, so the DPRD needs to perform a supervisory function so that the rice subsidy program can be well implemented. This research entitled the implementation of DPRD oversight function in the distribution of prosperous rice in the city that has the formulation of the problem of how the implementation of the function of DPRD oversight of the prosperous rice program The type of research used is a qualitative approach that focuses on the form of oversight DPRD municipal field against prosperous rice prorgram. The nature of this research is descriptive, the location of this research is conducted in the office of Parliament of Medan city which is located at Jalan Jl. Imam Bonjol No.5, Petisah Tengah, Medan Petisah, Medan City, North Sumatera. The result of the research shows that the form of supervision conducted by DPRD Medan city is active, that is through direct participation of the community and the people's aspirations related to the rice subsidy program which has the problem of the inaccuracy of the city DPRD's data to follow it up by in the meeting and call the related parties to sit together to overcome the problems. The cause of this prosperous rice program is not the right target is because the program implementer does not update data or data used invalid.
