Abstract

Capacity Building of the Village Government apparatus through education and training as a way to improve human resources, whether it is increasing knowledge, increasing skills or skills in the Village Government. The existence of Government Regulation No. 72 of 2005 concerning Village Government is the government's effort in realizing general welfare so that it can provide services to the entire community. This study focuses on developing the capacity of the Village Government Apparatus in Aek Korsik Village, Aek Kuo District, Labuhan Batu Utara District. The nature of this research is Descriptive. The location of this research was carried out at the Office of the Village Head of Aek Korsik, Aek Kuo District, Labuhan Batu Utara Regency. Research Results Demonstrate that the ability of the Aek Korsik Village Government Apparatus in Aek Kuo District, Labuhan Batu Utara District is not maximized, thus impacting on services received by the community. This study concludes that in developing the capacity of the Aek Korsik Village apparatus using the on the job method that is through apprenticeship and guidance, while the off the job method is carried out by involving employees to participate in training and formal education provided by the government. The results of research on the capacity building of the Aek Korsik village government apparatus through education and training or Technical Guidance (BIMTEK) Able to improve employee competencies so that it has an impact on the quality of service and the performance of the village government apparatus, although not yet fully effective.
