Abstract

The purpose of this research is to know the role of Health Office of Medan City in Controlling the Quality of Drinking Water Refills Deposits in Kecamatan Medan Perjuangan, in this supervision the health office handed over to UPT Puskesmas Sentosa Baru in District of Medan Perjuangan as technical implementer in supervising the refill drinking water depot, in the case of the application of a refill drinking water business permit, the supervisory form of the refill drinking water business, and the legal consequences for the violator of the refill drinking water business permit, the drinking water is water quality that qualifies health and can be directly drunk. So that District / Municipal Health Offices have an important role in supervising the business of refill drinking water depots, because water is a very basic need in communities that have an important role in life, and water can be a serious threat if the water is polluted and unhealthy to consumed and can lead to various diseases, resulting in several formulation of the problem that is: how the application of licensing to the business of drinking water refill depot, how the form of supervision made by the city health office in supervising the business depot drinking water refills, and how the law effect on violators to refill drinking water business. This research method using normative legal method that is a process to find a rule of law, legal principles, and legal doctrine to answer legal issue faced. the data analysis used is a qualitative approach that emphasizes the understanding of the problems in social life based on reality, complex, and detailed conditions of secondary, primary, and tertiary data.
