Implementasi Peraturan Menteri dalam Negeri Republik Indonesia Nomor 19 Tahun 2016 Tentang Pedoman Pengelolaan Barang Milik Daerah (Penghapusan Gedung BAPPEDA dan Bina Graha di Badan Pengelolaan Keuangan dan Aset Daerah Provinsi Sumatera Utara)

Abstract

The Regional Financial and Asset Management Agency (BPKAD) is a regional government agency mandated by the Act to be responsible for the management of regional goods and assets, including in the process of eliminating Goods and Assets in the region. The BAPPEDA office building and Bina Graha are more than 40 years old and the initial arrangement is not structured so that immediate anticipation needs to be done so that things do not endanger employee safety or ASN. To analyze the implementation of regional asset removal, namely the BAPPEDA building and Bina Graha, the writer uses the implementation theory of George C. Edward III, which explains that the implementation of the intended public policy refers to four variables, namely communication, resources, disposition and organizational structure. There is also the form and type of this research is a qualitative method by explaining thoroughly the process of eliminating regional assets. In the process of deleting regional property assets can be explained based on theoretical indicators that in terms of communication, the disposition and structure of the organization have been carried out well and run in accordance with Permendagri No. 19 of 2016. However, the problem in the implementation process is the problem of financial resources and human resources . As a result of these resource problems, the implementation has not been implemented until now even though from the administrative side it has been completed on paper. Thus the Minister of Home Affairs Regulation No. 19 of 2016 has been implemented from the administrative side, but the implementation in the field has not been realized because of constraints of resources, both financial and human resources.
