Implementasi Ujian Nasional Berbasis Komputer (UNBK) di SMA Parulian 1 Medan

Abstract

Education programs from year to year changes in the era of globalization. Computer Based Test (CBT) are an improvement in the quality of education. SMA PARULIAN 1 MEDAN in the 2016/2017 not carrying out computer based test because there is insufficient infastructure dan unpreparedness of student. The research to describe the implementation of Computer Based Test (CBT) in the 2016/2017 year at SMA PARULIAN 1 MEDAN. This research method is qualitative descriptive. Data is collected by collecting data from observation, interviews dan documentation. The collection technique is used obtain in-depth data from the informan which includes the implementation of the exam. Research by using the theoretical analysis of Van Meter and Van Horn implementation model which contained six variabel, these result the implementation Computer Based Test (CBT) which were not implemented where there are constrains the resources that is the unpreparedness of human resources and material, disposition or attitude of implementer that is because non-suppoetive recources so decided to follow the pilot from SMA Negeri 5 Medan for the implementation of computer based test (CBT) exam in studied 2017/2018, social and economic environment that is the limited use of boss fund can only buy one computer every year. The research hopes that in the future schools will carry out Computer Based Test (CBT ) national exam to better prepare and pay attention to all matters relating to the implementation of the exam.
