Efektivitas Organisasi Pengawasan Inspektorat Daerah dalam Pemeriksaan Reguler pada Satuan Kerja Perangkat Daerah (SKPD) Studi pada Inspektorat Provinsi Sumatera Utara

Abstract

Supervision is one important element in the framework of improving the utilization of the State Apparatus in the implementation of general tasks of government and development towards the realization of a clean and authoritative government. One of the units that audits / inspects the local government is the regional inspectorate. The purpose of regular supervision is to advise the leader of the component being examined in taking corrective measures, improvements and other actions that facilitate and discipline the duties he or she is responsible for. Materials in regular supervision include: the implementation of tasks and functions, human resource management, financial management and management of facilities and infrastructure. This study aims to determine the regular supervision by the Inspectorate on the North Sumatra Provincial Work Unit and analyze the effectiveness of the supervisory organization of the Regional Inspectorate in the implementation of regular inspection on the Inspectorate of the Regional Unit of Regional Equipment. The method used is descriptive qualitative, with the researcher is taken by purposive sampling, that is Head of Inspectorate, Secretary, Head of Sub Division, Head of Sub Division / Sub-Head and Functional Official of Inspectorate of North Sumatera Province. The results of this study indicate that the implementation of supervision of Inspectorate of North Sumatra Province whether viewed from examination, testing to investigation, it has not been effective, this is due to the inaccuracy of time in conducting surveillance, not accurate data deviation found for supervisor apparatus in Inspectorate Office of North Sumatera Province . Factors that support the Inspectorate's supervision in governance in North Sumatera Province include the officers of supervisory officers who have the skills, knowledge in the field of work handled and otherwise the availability of facilities and infrastructure that support the implementation of supervision conducted by the Inspectorate Office in North Sumatra Province. The inhibiting factor in the implementation of the supervisory function of the governance in North Sumatera Province is to cover the limited number of supervisory apparatus in accordance with the scope and extent of the supervision area in the North Sumatra Provincial Government.
