Abstract

Crimes of theft and theft of motor vehicles with violence are so disturbing to the public. The role of investigators plays an important role in overcoming violent crimes of theft and theft of motorized vehicles, given the high number of crimes that have occurred in the community in recent years, especially in the surrounding area of the Medan City Police. Law enforcement can be done through prevention, eradication and enforcement efforts, the role of investigators plays an important role in the prevention of criminal acts of deprivation and theft of motorized vehicles with violence, bearing in mind the high number of crimes that have occurred in society in recent years, especially in the jurisdiction The surrounding city of Medan. The destination in this study is to know the Medan polrestabes investigator plays a role in handling the theft of motor vehicle theft with violence and to know the inhibiting factors for the police in carrying out their role in combating motorcycle theft and theft, so that it does not cause a deterrent effect for the perpetrators. This type of research used in writing this thesis is normative juridical descriptive analysis. The location of the study was conducted in Medan City Polrestabes. Data collection techniques used are library research, document studies and interviews. The results of the research, the role Medan City Police in handling the theft of motorized vehicles with violence can be seen from the preventive efforts of the police conducted by conducting routine raids and patrols. While the repressive efforts of the police are carried out by acting together with the prosecutor and the court in imposing criminal sanctions. Obstacles to the police, namely lack of witness participation in providing information in the investigation process, limited number of investigators, inadequate income/salary factors of investigators, lack of investigative budget, insufficient facilities and infrastructure to support investigator performance and lack witness participation in providing information in the investigation process. Suggestion, The police should be equipped with adequate facilities and infrastructure, such as vehicles, communication equipment and CCTV so that the obstacles contained in the police can be minimized. Thus the police will efficiently and effectively prevent the occurrence of criminal acts of seizure and theft with violence in the city of Medan.
