Abstract: | Latar belakang masalah dalam skripsi ini adalah Peran Kepemimpinan Camat dalam Meningkatkan Kinerja Pegawai belum sepenuhnya berjalan efektif. Keadaan tersebut dapat dilihat dari kurangnya tingkat kehadiran camat, tidak memberikan motivasi atau arahan kepada pegawai, kurangnya disiplin pegawai serta tanggung jawab pegawai dalam bekerja masih rendah. Penelitian ini bertujuan untuk mengetahui Peran Kepemimpinan Camat serta hambatan Kepemimpinan Camat dalam Meningkatkan Kinerja Pegawai pada Kantor Camat Panyabungan Kabupaten Mandailing Natal. Penelitian ini menggunakan metode kualitatif sebagai analisis data. Sumber data dalam penelitian ini adalah Camat Panyabungan, Sekretaris Camat, Kapala Subbagian dan Masyarakat Setempat. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi, dan trigulasi data. Hasil penelitian menunjukkan bahwa Peran Kepemimpinan Camat dalam Meningkatkan Kinerja Pegawai sejauh ini masih belum sepenuhnya berjalan efektif. Hal ini dapat dilihat dari empat indikator yang digunakan yaitu Peran Informasional, Peran Pengambilan Keputusan dinilai sudah baik dikarenakan camat menyampaikan informasi mengenai tugas yang akan akan dilaksanakan pegawai dan memberikan peluang untuk menyampaikan ide atau gagasan dari pegawai. Namun dilihat dari Peran Interpersonal, Peran Pengawasan dinilai belum berjalan dengan baik dapat dilihat dari kurangnya tingkat kehadiran camat dan tidak memberikan arahan kepada pegawai. The background of the problem in this thesis is that the role of the sub-district leadership in improving employee performance has not been fully effective. This situation can be seen from the lack of attendance of the sub-district head, not providing motivation or direction to employees, lack of employee discipline and low employee responsibility at work. This study aims to determine the role of the sub-district leadership and the obstacles to the sub-district leadership in improving employee performance at the Panyabungan sub-district office, Mandailing Natal district. This study uses qualitative methods as data analysis. The sources of data in this study were the Head of the Panyabungan Sub-district, the Secretary of the Camat, the Head of the Subdivision and the Local Community. Data were collected based on data collection techniques, namely observation, interviews, documentation, and data trigulation. The results showed that the Camat's Leadership Role in Improving Employee Performance so far has not been fully effective. This can be seen from the four indicators used, including the informational role, the decision-making role is considered good. However, judging from the interpersonal role, the supervisory role is considered not entirely successful. Barriers to the Camat's Leadership Role in Improving Employee Performance at the Panyabungan Sub-district Office, Mandailing Natal Regency, are the different levels of employee education, as well as the economy that occurs in employees so that it can affect employee performance both inside and outside the Panyabungan sub-district office environment. |
