Abstract: | Layanan Tanpa Kontak Fisik (LAPAK ASIK) merupakan salah satu inovasi kebijakan pelayanan publik dari BPJS Ketenagakerjaan dengan menerapkan protokol tanpa kontak fisik bagi masyarakat guna memberikan layanan terbaik di masa pandemi covid-19. Dampak pandemi covid-19 banyak perusahaan yang melakukan pemutusan hubungan kerja. Untuk membantu pekerja yang ingin mengajukan klaim Jaminan Hari Tua untuk memenuhi kebutuhan hidup, Badan Penyelenggaraan Jaminan Sosial (BPJS) Ketenagakerjaan menerapkan Lapak Asikdi seluruh kantor cabang sejak Maret 2020 yang terdiri dari kanal online dan onsite. Dari kanal keduanya, lapak asik berbasis online menjadi sarana yang paling banyakdiminati. Tujuan dari penelitian untuk mengetahui bagaimana BPJS Ketenagakerjaan Cabang Tanjung Morawa mengimplementasikan Lapak Asik berbasis online dan untuk mengetahui apa saja faktor pendorong serta penghambat lapak asik online. Metode yang digunakan peneliti dalam penelitian ini adalah metode kualitatif melalui wawancara, obervasi dan dokumentsi. Dari hasil penelitian yang dilakukan, diketahui bahwasannya faktor penghambat implementasi lapak asik online adalah faktor peserta belum cakap menggunakan peralatan teknologi informasi dan komunikasi, peserta tetap harus datang ke Kantor Cabang BPJS Ketenagakerjaan jika gagal mengupload dokumen pada saat pendaftaran, peseta klaim tidak memiliki fasilitas untuk melakukan klaim berbasisonline, peserta klaim tidak bisa dihubungi pada saat jadwal interview indivdu, dan aringan internet peserta klaim tidak stabil. Physical Contactless Service (LAPAK ASIK) is one of the public service policy innovations from BPJS Ketenagakerjaan by implementing a no-physical contact protocol for the public to provide the best service during the Covid-19 pandemic. The impact of the Covid-19 pandemic, many companies have made layoffs. To helpworkers who want to claim Old Age Security to make ends meet, the Social Security Administration (BPJS) for Employment has implemented ASIK in all branch officessince March 2020, consisting of online and onsite channels. From the second channel, online-based cool stalls are the most popular facilities. The purpose of this research is to find out how BPJS Ketenagakerjaan's Tanjung Morawa Branch implements online-based ASIK and to find out what are the driving factors and obstacles for online cool stalls. The method used by researchers in this study is a qualitative method through interviews, observations and documentation. From theresults of the research conducted, it is known that the inhibiting factor for the implementation of online cool stalls is that the participants are not yet competent to use information and communication technology equipment, participants still have to come to the BPJS Ketenagakerjaan Branch Office if they fail to upload documents at registration, claim participants do not have the facilities to do so. online-based claims, claim participants cannot be contacted at the time of the individual interview schedule, and internet circuits of claimants are unstable. |
