Abstract: | Tindak pidana korupsi merupakan satu-satunya tindak pidana yang oleh undang-undang disebut sebagai extra ordinary crime (tindak pidana luar biasa), karena tindak pidana korupsi dilakukan secara rapi dan terorganisir oleh pelaku-pelaku intelektual, sehingga sangat sulit dalam pengungkapannya. Bahkan korupsi sudah sedemikian mengakar sehingga seakan-akan sudah menjadi budaya yang merasuki seluruh lapisan masyarakat dan kinerjanya seperti kanker yakni secara sistemik melekat pada segala lapisan sosial masyarakat. Salah satu lahan korupsi yang paling subur dan sistemik adalah di sektor pengadaan barang / jasa Pemerintah, titik rawan penyimpangan dalam di sektor pengadaan barang / jasa ini telah dimulai dari tahap perencanaan pengadaan, pada tahap ini cenderung terjadi penggelembungan harga (markup) anggaran yang merugikan keuangan Negara, kerawanan penyimpangan juga terjadi pada tahap penyusunan Harga Perkiraan Sendiri (HPS) / Owner Estimate (OE) hingga tahap pelelangan. Anggaran kesehatan Pemerintah Daerah Provinsi, Kabupaten / Kota dialokasikan minimal 10% dari Anggaran Pendapatan dan Belanja Daerah di luar gaji, dan anggaran ini juga tidak luput dari sasaran pelaku tindak pidana korupsi khususnya dalam sektor pengadaan alat-alat kesehatan. Korupsi di sektor pengadaan alat-alat kesehatan ini setidaknya bisa mengakibatkan 2 (hal) hal yaitu rendahnya kualitas alat-alat kesehatan dan timbulnya kerugian keuangan Negara / Daerah. Corruption is the only crime which by law is referred to as an extraordinary crime (action) extraordinary crime), because corruption is carried out neatly and organized by intellectual actors, so it is very difficult to the disclosure. Even corruption is so entrenched that as if it has become a culture that permeates all layers society and its performance is like cancer that is systemically attached at all levels of society. One of the most fertile and systemic areas of corruption is in the government goods/services procurement sector, a vulnerable point for deviations in in the procurement of goods/services sector has started from the planning stage procurement, at this stage there tends to be a markup budget that is detrimental to state finances, prone to irregularities also occurs at the stage of compiling the Self Estimated Price (HPS) / Owner Estimate (OE) until the auction stage. Provincial, Regency/Municipal Government health budget Cities are allocated a minimum of 10% of the Revenue and Expenditure Budget Areas outside of salaries, and this budget also does not escape the target of the perpetrators corruption, especially in the procurement of tools health. Corruption in the health equipment procurement sector at least can result in 2 (things) namely the low quality of medical equipment and the emergence of state/regional financial losses. |
