Abstract: Permasalahan dalam penelitian ini adalah untuk mendeskripsikan peran pemimpin pada kantor perwakilan BKKBN di Provinsi Sumatera Utara. Melihat kondisi saat ini, tidak semua pemimpin dapat menjalankan peran kepemimpinannya dengan baik dan efektif. Dalam prakteknya terkadang masih terjadi defisit antar manajer dalam bekerja, seperti kurangnya koordinasi antara manajer dengan bawahan dalam pembagian tugas di lapangan. Penelitian ini bertujuan untuk mengetahui peran eksekutif dalam meningkatkan efektivitas kinerja pegawai pada kantor perwakilan BKKBN Provinsi Sumatera Utara. Penelitian ini menggunakan metode penelitian kualitatif berupa analisis data. Sumber data dalam penelitian ini adalah Kepala Dinas Keluarga Berencana dan Kesehatan Reproduksi, Kepala Badan Kependudukan dan Keluarga Berencana Nasional Perwakilan Provinsi Sumatera Utara dan pegawai Perwakilan BKKBN Provinsi Sumatera Utara. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Dari hasil penelitian sebelumnya terlihat bahwa peran pemimpin dalam meningkatkan efektivitas kinerja pegawai dalam penerapannya cukup baik terlihat dari aspek 1. Merencanakan sangat baik, 2. Mengorganisasi/mengkordinir sangat efektif dan efisien, 3. Memimpin pegawai dengan baik, 4. Mengawasi cukup bagus. yang menurut Martin M. Broadwell dapat dikaji dengan menggunakan empat teori kepemimpinan yaitu merencanakan, mengatur, memimpin dan mengawasi. The problem in this study is to describe the role of leaders at the BKKBN representative office in North Sumatra Province. Seeing the current conditions, not all leaders can carry out their leadership roles well and effectively. In practice, sometimes there are still deficits between managers at work, such as a lack of coordination between managers and subordinates in the division of tasks in the field. This study aims to determine the role of the executive in improving the effectiveness of employee performance at the BKKBN representative office of North Sumatra Province. This study uses qualitative research methods in the form of data analysis. The data sources in this study were the Head of the Family Planning and Reproductive Health Service, the Head of the National Population and Family Planning Agency for the North Sumatra Province Representative and the employees of the North Sumatra Province BKKBN Representative. Data collection techniques were carried out through interviews, observation and documentation. From the results of previous studies, it can be seen that the role of leaders in improving the effectiveness of employee performance in its implementation is quite good, as seen from the aspects 1. Planning is very good, 2. Organizing/coordinating is very effective and efficient, 3. Leading employees well, 4. Supervising is quite good. which according to Martin M. Broadwell can be studied using four theories of leadership, namely planning, organizing, leading and supervising.
