Implementasi Program Bedah Rumah di Kabupaten Deli Serdang

Abstract

Program bedah rumah di Deli Serdang dimulai tahun 2010 dan direncanakan bisa mencakup 10 ribu unit rumah pada akhir 2015. Pelaksanaan bedah rumah wargakurang mampu di daerah itu merupakan bagian dari Gerakan Deli Serdang Membangun (GDSM). Melalui GDSM, sudah ribuan unit rumah warga miskin selesai dibedah. Selain bedah rumah, sejumlah ruas jalan dan sarana infrastruktur pendidikan maupun kesehatan di daerah itu dibangun dan ditingkatkan kualitasnya. Optimalisasi kinerja GDSM tidak terlepas dari semangat kebersamaan antara Pemkab setempat dengan elemen masyarakat dan sektor dunia usaha. Pelaksanaan bedah rumah dilaksanakan secara bertahap dan mencakup hampir seluruh kecamatan di Kabupaten Deli Serdang. Program gerakan bedah rumah yang dicanangkan tersebut, kini sudah banyak dirasakan manfaatnya oleh sebagian warga kurang. Rumusan masalah dalam penelitian ini adalah bagaimanakah implementasi Program Bedah Rumah di Kabupaten Deli Serdang dan faktor apa saja yang menjadi hambatan-hambatan dalam Implementasi Program Bedah Rumah di Kabupaten Deli Serdang. Sedangkan tujuan yang ingin dicapai dalam penelitian ini yaitu mengetahui implementasi Program Bedah Rumah di Kabupaten Deli Serdang, yang dilihat dariaspek: komunikasi, sumber-sumber, kecenderungan dan struktur birokrasi, menganalisis hambatan-hambatan dalam implementasi Program Bedah Rumah diKabupaten Deli Serdang. Berdasarkan hasil penelitian implementasi Program Bedah Rumah Studi diKabupaten Deli Serdang yang dilihat dari aspek komunikasi, sumber-sumber, kecenderungan dan struktur birokrasi, telah berjalan dengan baik dalam arti bahwa implementasi Program Bedah Rumah di Kabupaten Deli Serdang tersebut telah berjalan secara telah dilaksanakan sesuai yang direncanakan. The house renovation was carried out in stages and covered almost all sub-districts in Deli Serdang Regency. The house renovation program that was launched, has now been felt by some of the less fortunate residents. The formulation of the problem in this research is how to implement the Home Renovation Program in Deli Serdang Regency and what factors are the obstacles in implementing the Home Renovation Program in Deli Serdang Regency. While the objectives to be achieved in this study are to determine the implementation of the Home Renovation Program in Deli Serdang Regency, which is seen from the aspects of: communication, sources, tendencies and bureaucratic structure, analyze the obstacles in the implementation of the Home Remedial Program in Deli Serdang Regency. Based on the results of the research on the implementation of the Study House Surgery Program in Deli Serdang Regency, which is seen from the aspect of communication, sources, tendencies and bureaucratic structure, it has been going well in the sense that the implementation of the Home Renovation Program in Deli Serdang Regency has been running as planned. .
