Abstract: Pelayanan rekomendasi perizinan pada instansi tersebut belum dilaksanakan dengan baik, sehingga terdapat sebagian warga yang kesulitan memperoleh rekomendasi izin usaha walaupun semua persyaratan sudah lengkap dan layak, sedangkan warga lainnya sangat mudah memperoleh rekomendasi walaupun tidak memenuhi syarat. Rumusan masalah penelitian ini adalah bagaimana kualitas pelayanan dan kendala dalam pelayanan penerbitan rekomendasi izin usaha mikro Pada Kantor Camat Lae Parira Kabupaten Dairi. Hasil penelitian bahwa Kualitas pelayanan penerbitan rekomendasi izin usaha mikro pada Kantor Camat Lae Parira Kabupaten Dairi masih kurang baik. Hal ini dapat dilihat dari adanya keluhan masyarakat atau pelaku usaha mikro yang membutuhkan rekomendasi perizinan sehingga masyarakat umum mempunyai pandangan atau gambaran negatif terhadap instansi. Adapun faktor kendalanya adalah adanya petugas yang berupaya memperoleh keuntungan pribadi, pegawai tidak berupaya menghindari citra negatif masyarakat dan kurangnya komitmen pegawai terhadap peningkatan kualitas pelayanan. Direkomendasikan pimpinan Kantor Camat Lae Parira Kabupaten Dairi berupaya memperbaiki sistem pengawasan kepada pegawainya dan perlu membuat penekanan agar pegawainya menjaga nama baik instansi. Licensing recommendation services at these agencies have not been implemented properly, so there are some residents who have difficulty obtaining business license recommendations even though all requirements are complete and feasible, while other residents are very easy to obtain recommendations even though they do not meet the requirements. The formulation of the problem of this research is how the quality of service and constraints in the service of issuing micro business license recommendations at the Lae Parira District Office of Dairi Regency. The results showed that the quality of service for issuing recommendations for micro business licenses at the Lae Parira District Office of Dairi Regency was still not good. This can be seen from the complaints of the public or micro business actors who require licensing recommendations so that the general public has a negative view or picture of the agency. The constraining factors are the existence of officers who seek to obtain personal benefits, employees do not try to avoid a negative public image and the lack of employee commitment to improving service quality. It is recommended that the leadership of the Lae Parira District Office of Dairi Regency seeks to improve the supervisory system for its employees and it is necessary to emphasize that employees maintain the good name of the institution.
