Peranan Lurah dalam Meningkatkan Kinerja Aparatur Sipil Negara di Kantor Kelurahan Pulo Brayan Bengkel Kecamatan Medan Timur

Abstract

Peranan Lurah sangatlah penting dalam menentukan baik buruknya pemerintah Kelurahan. Dengan adanya peranan Lurah dalam meningkatkan kinerja aparatur sipil negara, maka segala tanggungjawab yang diemban serta tugas yang harus dijalankan oleh aparatur sipil negara yang ada di Kelurahan akan berjalan sesuai dengan aturan yang ada. Tujuan penelitian untuk mengetahui peranan Lurah dalam meningkatkan kinerja aparatur sipil negara di Kelurahan Pulo Brayan Bengkel Kecamatan Medan Timur. Metode yang digunakan peneliti adalah kualitatif yang bersifat deskriptif dengan menekankan pada aspek peran menurut Soekanto meliputi peranan aktif, peran partisipasi dan peranan pasif dan aspek kinerja menurut Dwiyanto yang meliputi produktivitas, kualitas layanan, responsivitas, responsibilitas dan akuntabilitas. Hasil penelitian menunjukan bahwa bahwa peranan Lurah dalam meningkatkan Kinerja aparatur sipil negara dapat dikatakan baik dengan terlaksananya peranan Lurah dalam meningkatkan kinerja aparatur sipil negara secara optimal, hanya saja masih ada faktor penghambat dalam peranan Lurah dalam meningkatkan kinerja aparatur sipil negara di Kelurahan Pulo Brayan Bengkel yaitu meratanya pembagian tugas, tidak adanya program pendidikan dan pelatihan, kurangnya sumber daya manusia dan masih kurangnya sarana dan prasana yang tidak memadai. With the Lurah's role in the performance of the state civil apparatus, all the responsibilities carried out and the tasks that must be carried out by the state civil apparatus in the Kelurahan will run according to the existing rules. The purpose of the study was to determine the role of the Lurah on the performance of the state civil apparatus in Pulo Brayan Bengkel Village, Medan Timur District. The method used by the researcher is descriptive qualitative by emphasizing the aspects of the role according to Soekanto including the active role, participatory role and passive role and the performance aspect according to Dwiyanto which includes productivity, service quality, responsiveness, responsibility and accountability. The results showed that the role of the Lurah in the performance of the state civil apparatus can be said to be good with the implementation of the role of the Lurah in improving the performance of the state civil apparatus optimally, it's just that there are still inhibiting factors in the role of the Lurah on the performance of the state civil apparatus in Pulo Brayan Bengkel Village, namely the even distribution of assignments, the absence of education and training programs, the lack of human resources and the lack of adequate facilities and infrastructure.
