Abstract: Kualitas pelayanan publik merupakan komponen penting yang harus diperhatikan sejauh mana pelayanan publik diberikan kepada masyarakat yang menuntut pemerintah untuk memberikan pelayanan publik yang berkualitas. Akta kelahiran sangat penting sebagai bukti tentang status dan peristiwa kelahiran seseorang yang dikeluarkan oleh dinas kependudukan dan catatan sipil. Tujuan dalam penelitian ini untuk mengetahui kualitas pelayanan pembuatan akta kelahiran pada dinas kependudukan dan catatan sipil kabupaten tapanuli utara serta hambatan dalam kualitas pelayanan pada pembuatan akta kelahiran pada dinas kependudukan dan catatan sipil kabupaten tapanuli utara. Permasalahan yang ditemukan adalah tingkat kesadaran masyarakat m asih rendah, kurangnya sosialisasi yang diberikan oleh Dinas kepada masyarakat, jauhnya lokasi Kecamatan, dan sistem jaringan yang kurang bagus. Adapun metode penelitian yang peneliti gunakan yaitu metode penelitian kualitatif deskriptif. Data dikumpulkan berdasarkan teknik pengumpulan data dengan melakukan wawancara, observasi, dokumentasi, dan studi kepustakaan. Teknik analisis data yang peneliti lakukan yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Teori yang peneliti gunakan adalah teori kualitas pelayanan menurut Zeithaml yaitu tangibles, reliability, responsiveness, assurance, empathy . Hasil penelitian menunjukkan bahwa kualitas pelayanan di Dinas Kependudukan dan Catatan Sipil Kabupaten Tapanuli Utara sudah cukup baik namun dalam indikator reliability pegawai masih kurang teliti dalam hal mengetik nama anak dalam akta kelahiran. The quality of public services is an important component that must be considered the extent to which public services are provided to people who demand the government to provide quality public services. Birth c ertificates are very important as evidence of a person's birth status and events issued by the population and civil registry office. The purpose of this study was to determine the quality of service for making birth certificates at the Population and Civil Registry Office of North Tapanuli Regency as well as barriers to service quality in making birth certificates at the Population and Civil Registry Office of North Tapanuli Regency. The problems found are the level of public awareness is still low, the lack of socialization provided by the Office to the community, the distance from the sub-district location, and the network system is not good. The research method that the researcher uses is descriptive qualitative research method. Data were collected based on data collection techniques by conducting interviews, observations, documentation, and literature studies. The data analysis technique that the researcher uses is data collection, data reduction, data presentation, and drawing conclusions. The theory tha t researchers use is the theory of service quality according to Zeithaml , namely tangibles, reliability, responsiveness, assurance, empathy. The results showed that the quality of service at the Department of Population and Civil Registry of North Tapanul i Regency was quite good, but in terms of reliability employees were still not careful in typing the child's name in the birth certificate.
