Gaya Kepemimpinan Kepala Desa terhadap Kinerja Aparatur Desa (Studi Kasus di Desa Susuk , Kecamatan Tiganderket, Kabupaten Karo)

Abstract

Gaya kepemimpinan Kepala Desa sangat penting terhadap kinerja Aparatur Desa karena salah satu faktor yang mempengaruhi kinerja adalah gaya kepemimpinan. Tujuan dari penelitian ini adalah untuk mengetahui gaya kepemimpinan Kepala Desa terhada p kinerja Aparatur Desa, dan faktor penghambat gaya kepemimpinan Kepala Desa. Adapun permasalahan yaitu minimnya sumber Daya manusia melihat betapa pentingnya peran dan tanggung jawab dalam memberikan pelayanan kepada masyarakat, namun belum dapat merespons kebutuhan masyarakat dengan optimal, sarana dan prasarana yang belum memadai dan rendahnya kesadaran yang dimiliki Aparatur Desa dalam menaati setiap aturan sehingga masih terjadi pelanggaran-pelanggaran yang dilakukan oleh Aparatur Desa misalnya masih ditemukan beberapa Aparatur Desa sering terlambat hadir ke kantor. Untuk mendekati masalah dipergunakan acuan aspek dari Rivai meliputi Gaya Kepemimpinan otoriter, demokratis, dan Laissez- Faire dan aspek dari Dwiyanto yang meliputi produktivitas, kualitas layanan, responsivitas, responbilitas, dan akuntabilitas. Data dikumpulkan berdasarkan teknik pengumpulan data dengan observasi, wawancara dan dokumentasi, dan di analisis secara kualitatif yang bersifat deskriptif. Hasil penelitian menunjukkan, bahwa gaya kepemimpinan demokratis yang paling dominan dipakai Ke pala Desa meningkatkan kinerja Aparatur Desa. Dan kinerja A paratur Desa pun di nilai cukup baik di lihat dari produktivitas, kualitas layanan, responsiv itas, responbilitas, dan akuntabilitas dalam memberikan pelayanan sudah cukup baik. Adapun faktor penghambat gaya kepemimpinan Kepala Desa terhadap kine rja Aparatur Desa, yaitu Sumber Daya Manusia, sarana dan prasarana dan rendahnya tingkat kedisiplinan Aparatur Desa. Data was collected based on data collection techniques with observation, interviews and documentation, and analyzed qualitatively with a descriptive nature. The results showed that the most dominant democratic leadership style used by the Village Head improved the performance of the Village Apparatus. And the performance of the village apparatus is also considered quite good in terms of productivity, service quality, responsiveness, responsibility, and accountability in providing services is quite good. Inadequate and low level of discipline of the Village Apparatus.
