Abstract: Sarana dan Prasarana adalah hal paling penting dalam menunjang proses kegiatan pembelajaran karena merupakan faktor yang secara langsung maupun tidak langsung menentukan kelancaran kegiatan pendidikan untuk tercapainya tujuan pendidikan. Amanat Permendiknas Nomor 24 tahun 2007 bahwa setiap SD/MI bertanggungjawab dalam mengusahakan sarana dan prasarana tetapi kenyataannya masih banyak dijumpai Sekolah Dasar di Kabupaten Gayo Lues yang sarana dan prasarananya memperihatinkan. Tujuan penelitian ini adalah untuk menggambarkan dan menganalisis Implementasi Peraturan Menteri Pendidikan Nasional Nomor 24 Tahun 2007 Tentang Standar Sarana dan Prasarana di SD Negeri 1 Tripe Jaya Kabupaten Gayo Lues dan untuk mengetahui dan menganalisis faktor penghambat Implementasi peraturan tersebut. Metode penelitian yang digunakan adalah deskriptif dengan analisis kualitatif. Pengumpulan data diperoleh dari wawancara, observasi, dokumentasi dan studi kepustakaan. Hasil penelitian diuji dengan menggunakan teori Implementasi Kebijakan Donal Van Metter dan Carl Van Horn yaitu (1) Standard, Tujuan dan Sasaran Kegiatan, (2) Sumber Daya, (3) Karakteristik Organisasi Pelaksana, (4) Komunikasi antar Organisasi, (5) Disposisi/ Sikap Pelaksana, (6) Lingkungan Sosial, Ekonomi dan Politik. Hasil penelitian menunjukkan bahwa Implementasi Permendiknas Nomor 24 Tahun 2007 Tentang Standar Sarana dan Prasarana di SD Negeri 1 Tripe Jaya sudah dilaksanakan namun belum optimal, karena menghadapi beberapa hambatan antara lain (1) Aspek Komunikasi yaitu minimnya pelaksanaan sosialisasi maupun koordinasi antar pelaksana terkait sarana dan prasarana, (2) Sumber Daya Manusia yang terbatas dari jumlah dan kompetensi yang dimiiliki, Minimnya anggaran dalam pemenuhan sarana parasarana dan insentif yang rendah (3). Karakteristik pelaksana yang belum memiliki SOP, (4) Disposisi/sikap pelaksana yang belum memahami kebijakan standar sarana dan prasarana, (6) lingkungan sosial ekonomi yang kurang mendukung implementasi Saran dari penulis berkaitan penelitian yaitu SD Negeri 1 Tripe Jaya dan Dinas Pendidkan harus melaksanakan sosialisasi atau diseminasi informasi yang lebih intensif kepada pelaksana, penambahan kuantitas Sumber Daya Manusia pelaksana kegiatan disertai dengan pengembangan sumber daya manusia melalui pelatihan pendidikan, penyediaan anggaran dan insentif bagi petugas pelaksana Facilities and infrastructure are the most important things in supporting the process of learning activities because they are factors that directly or indirectly determine the smooth running of educational activities to achieve educational goals. The mandate of the Minister of National Education Number 24 of 2007 is that every SD/MI is responsible for providing facilities and infrastructure, but in reality there are still many elementary schools in Gayo Lues Regency whose facilities and infrastructure are worrisome. The purpose of this study was to describe and analyze the implementation of the Regulation of the Minister of National Education Number 24 of 2007 concerning Standards for Facilities and Infrastructure at SD Negeri 1 Tripe Jaya, Gayo Lues Regency and to identify and analyze the inhibiting factors for the implementation of these regulations.The research method used is descriptive with qualitative analysis. Data collection was obtained from interviews, observations, documentation and literature studies. The results of the study were tested using the theory of Donald Van Metter and Carl Van Horn's Policy Implementation (1) Standards, goals and objectives of activities, (2) Resources, (3) Characteristics of Implementing Organizations, (4) Communication between Organizations, (5) Disposition/the attitude of the implementer, (6) Social, economic and political environment. The results showed that the implementation of the Regulation of the Minister of National Education Number 24 of 2007 concerning Standards for Facilities and Infrastructure at SD Negeri 1 Tripe Jaya has been implemented but has not been optimal, because it faces several obstacles, including (1) Communication Aspects, namely lack of socialization. and coordination between implementers related to facilities and infrastructure. , (2) limited human resources in terms of number and competence, lack of budget for infrastructure fulfillment and low incentives (3). Characteristics of implementers who do not have SOPs, (4) Disposition/attitude of implementers who do not understand the standard of facilities and infrastructure policies, (6) Socio-economic environment that is less supportive of policy implementation Suggestions from the authors related to research are SD Negeri 1 Tripe Jaya and the Department of Education should be more intensive socialization or dissemination of information to implementers, increase the quantity of Human Resources implementing activities in line with human resource development through educational training, budget provision and incentives for executive officer
