Analisis Peran Bagian Humas dalam Meningkatkan Informasi kepada Masyarakat pada Sekretariat DPRD Provinsi Sumatera Utara

Abstract

Penelitian ini bertujuan untuk mengetahui Analisis Peran Bagian Humas Dalam Meningkatkan Informasi Kepada Masyarakat Pada Sekretariat DPRD Provinsi Sumatera Utara. Permasalahan pada penelitian ini adalah masih belum menjalankan peran bagian Humas pemerintahan secara maksimal dan fasilitas yang belum semua tersedia pada bagian peralatan bagian humas. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Penelitian ini menggunakan teori Peran humas menurut dozier&broom, 1995 yaitu: Penasehat ahli (expert presciber), Fasilisator Komunikasi (communication fasilisator), Fasilisator Proses Pemecahan Masalah (Problem Solving Process Fasilisator), dan Teknisi Komunikasi (communication technician). Informan dalam penelitian ini adalah Kepala Sub Bagian Umum dan Kepegawaian, dan Staf Humas. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi. Hasil penelitian yang menunjukkan bahwa Peran Bagian Humas Dalam Meningkatkan Informasi Kepada Masyarakat Pada Sekretariat DPRD Provinsi Sumatera Utara sudah sangat bagus, setiap adanya masalah Pegawai berperan untuk mencari solusi dalam penyelesaian setiap masalah yang terjadi, staf pegawai selalu tepat waktu dalam mengerjakan dan menyelesaikan tugas tentang kegiatan-kegiatan Anggota Dewan, Menerima dan menyampaikan informasi yang diperlukan oleh Publik melalui website, Media sosial serta harus memiliki komunikasi yang baik juga untuk memberikan atau meningkatkan informasi kepada masyarakat, agar lebih mudah untuk diketahui oleh publik. Para pegawai dan Pemimpin sudah dapat bekerjasama dengan baik dalam menyelesaikan setiap pekerjaan yang diberikan, sangat bertanggung jawab atas tugas dan fungsinya masing-masing. Hambatan dalam Analisis peran bagian humas dalam Meningkatkan Informasi Kepada Masyarakat Pada Sekretariat DPRD Provinsi Sumatera Utara ialah kurangnya sarana dan prasarana serta belum menjalankan peran bagian humas secara maksimal. This study aims to determine the analysis of the role of the Public Relations Section in Improving Information to the Public at the Secretariat of the DPRD of North Sumatra Province. The problem in this research is that the government's public relations department has not carried out the role of the public relations department optimally and the facilities are not all available in the public relations section of equipment. This study uses a qualitative descriptive research method. This study uses the theory of public relations roles according to Broom&Dozie, 1995 namely: expert presciber. communication fasilisator, Problem Solving Process Fasilisator, and communication technician. The informants in this study were the Head of the General and Civil Service Sub-Section, and the Public Relations Staff. Data were collected based on data collection techniques, namely observation, interviews and documentation. The results of the study indicate that the role of the Public Relations Section in Improving Information to the Community at the Secretariat of the DPRD of North Sumatra Province is very good, every time there is a problem Employees play a role in finding solutions in solving any problems that occur, staff employees are always on time in doing and completing tasks regarding activities - Activities of Council Members, Receiving and conveying information needed by the public through the website, social media and Must have good communication as well to provide or improve information to the public, so that it is easier for the public to know. Employees and leaders have been able to work together well in completing any given work, and are very responsible for their respective duties and functions. The obstacle in analyzing the role of the public relations department in increasing information to the public at the DPRD Secretariat of North Sumatra Province is the lack of facilities and infrastructure and has not carried out the role of the public relations department optimally.
