Abstract: Penilitian ini dilatar belakangi pada undang- undang No 6 Tahun 2014 tentang desa diharapkan mampu memberikan perubahan-perubahan dalam meningkatkan kualiatas pelayanan masyarakat dan meningkatkan kesejahteraan masyarakat desa, Tolak ukur keberhasilan pemerintah desa sangat bergantung pada administrasi desa.Tujuan dilakukan nya penelitian ini untuk Untuk mendeskripsikan dan menganalisis Peranan Pemerintah Desa dalam memberikan Pelayanan Publik Kepada Masyarakat di Desa Lae Pinang, Kabupaten Dairi serta Untuk mendeskripsikan faktor penghambat Pemerintah Desa dalam memberikan Pelayanan Administrasi Kepada Masyarakat di Desa Lae Pinang, Kabupaten Dairi. Adapun metode penelitian yang digunakan adalah metode penelitian secara kualitatif deskriptif. Hasil penelitian menunjukkan, bahwa dengan menggunkan indikator peranan dari teori dari Suhardono(2016) yaitu sebagai fasilitator, mobilisator,dan regulator sudah berjalan dengan baik dan sudah berpedoman terhadap tiga indikator yang ada,dan pemerintahan desa Lae Pinang sudah melakukan peran nya. kemudian untuk faktor penghambat pemerintah desa dalam memberikan pelayanan Publik kepada masyarakat di Desa Lae Pinang, Kabupaten Dairi yaitu masi kurang memadainya fasilitas penunjang dalam memberikan pelayanan Publik seperti kurang nya komputer,printer yang menyebabkan waktu dalam menyelesaikan urusan secara admnistratif membutuhkan waktu yang lama,kemudian ditambakan dengan kurang nya pengetahuan aparatur tentang penggunaan teknologi yang ada. This research is based on Law No. 6 of 2014 concerning Villages, which is expected to be able to provide changes in improving the quality of community services and improving the welfare of rural communities. The benchmark for the success of the village government is very dependent on village administration. Researchers conducted research in Lae Pinang village, Dairi district. The purpose of this research is to describe and analyze the role of the village government in providing administrative services to the community in Lae Pinang Village, Dairi Regency and to describe the inhibiting factors for the village government in providing administrative services to the community in Lae Pinang Village, Dairi Regency. The research method used is descriptive qualitative research method, administrative services in Lae Pinang village have been carried out optimally. The results show that by using the role indicators from Suhardono's theory, namely as a facilitator, mobilizer, and regulator, it has been going well and has based on the three existing indicators, and the Lae Pinang village government has carried out its role to the maximum and then for the inhibiting factors for the village government in providing administrative services to the community in Lae Pinang Village, Dairi Regency, namely the lack of adequate supporting facilities in providing administrative services such as the lack of computers, printers, which cause time in completing administrative affairs to take a long time, then added to the lack of knowledge of the apparatus about the use of existing technology.
