Abstract: Basil penelitian menunjukkan bahwa Peran Panwaslih dalam penanganan pelanggaran pada PcmilihanBupati dan Wakil Bupali Aceh Tamiang Tahun 2017 masih kurang optimal, beberapa iaktor yaitu: Lemahnya Sumber Daya Manusia (SDM) di tingkat Kecamatan dan jajaran Pengawas Pemilu dibawahnya dalam memahami dan menjalankan tugas pokok dan l"ungsinya. Kondisi ini te1jadi karena sit~1t kelembagaan Panwaskab/kota yang adhoc, pola rekrutmen Pengawas Pemilu adhoc masih kurang baik, serla tcrlambat alokasi anggaran pengawasan di Daerah. Kedua, raktor Regulatif, masih ada scj umlah ketentuan yang membatasi Panwaslih dalam memaksimalkan perannya, seperti: waktu penanganan pelanggaran singkat, Panwaslih tidak diberi kewenangan melakukan pemanggilan paksa dalam proses klariiikasi, dan adanya kewajiban untuk menyiapkan minimal 2 (dua) bukti dalam penerusan rekomendasi. The results of the research show that the role of Panwaslih in handling violations in the 2017 Aceh Tamiang Regent and Deputy Regent Elections still not optimal, several factors namely: Weak Human Resources (HR) at the sub-district level and the ranks of the election supervisors below them understand and carry out their main duties and functions. This condition occurs because of the adhoc institutional sit~1t of Panwaskab/city, the supervisor recruitment pattern Ad hoc elections are still not good, as well as delays in budget allocation for supervision in Area. Second, the Regulative actor, there are still a number of restrictive provisions Panwaslih in maximizing its role, such as: handling time short violation, Panwaslih was not given the authority to summon forced in the clarification process, and there is an obligation to prepare at least 2 (two) evidence in forwarding recommendations.
