Abstract: Mayoritas dari penduduk Kecamatan Pancur Batu adalah petani yang menjualkan hasil pertaniannya di Pasar Pancur Batu, sehingga banyak pedagang kaki lima (PKL) yang berada di seputaran Pasar Pancur Batu melewati ataupun memakai ruas jalan untuk berdagang dan berjualan baik berupa barang maupun jasa. Hal tersebut sangat mengganggu kelancaran arus lalu lintas dan keindahan Pasar Pancur Batu Kecamatan Pancur Batu. Teknik pengumpulan data yaitu wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa peran Satpol PP dalam penertiban PKL di pasar Pancur Batu dapat dilihat dalam norma, peran sebagai organisasi, dan peran dalam struktur sosial masyarakat, dimana peran Satpol PP dalam norma dan sebagai organisasi belum maksimal, sedangkan peran Satpol PP dalam struktur sosial masyarakat sudah baik. Faktor hambatan peran Satpol PP dalam penyelenggaraan keterteraman dan ketertiban adalah hambatan kelembagaan, hambatan sumber daya manusia, hambatan jaringan kerja, hambatan lingkungan dan hambatan partisipasi masyarakat. Direkomendasikan perlu dilakukan sosialisasi yang lebih gencar terutama kepada masyarakat, perlu dilakukan penambahan petugas Satpol PP dan pemerintah daerah perlu meningkatkan anggaran biaya bagi Satpol PP agar dapat melakukan pembelian sarana prasarana yang lebih lengkap serta melakukan perawatan terhadap sarana prasarana yang ada agar tetap dalam kondisi siap pakai dalam pelaksanaan tugas. The majority of the population of Pancur Batu Sub-District are farmers who sell their agricultural products at the Pancur Batu Market, so that many street vendors around Pancur Batu Market pass or use roads to trade and sell both goods and services. This greatly disrupts the smooth flow of traffic and the beauty of Pancur Batu Market, Pancur Batu District. Data collection techniques are interviews, observation and documentation. Data analysis technique uses descriptive qualitative. The results showed that the role of Satpol PP in controlling street vendors in the Pancur Batu market can be seen in the norms, role as an organization, and role in the social structure of society, where the role of Satpol PP in norms and as an organization has not been maximized, while the role of Satpol PP in the social structure of society already well. Factors constraining the role of Satpol PP in maintaining order and stability are institutional barriers, human resource barriers, network barriers, environmental barriers and barriers to community participation. It is recommended that socialization be carried out more intensively, especially to the community, it is necessary to add Satpol PP officers and the local government needs to increase the budget for Satpol PP so that they can purchase more complete infrastructure and maintain existing infrastructure so that it remains in ready-to-use condition in carrying out tasks.
