Abstract: Pandemi Covid-19 memberikan dampak yang cukup besar dalam kehidupan masyarakat Indonesia, salah satunya dalam aspek pendidikan. Dengan adanya pandemi ini mendorong pemerintah untuk mengeluarkan kebijakan tentang pelaksanaan pembelajaran di Indonesia yaitu pembelajaran harus dilaksanakan secara daring atau jarak jauh. Dengan begitu implementasi dari suatu kebijakan yang telah dibentuk dapat dilaksanakan dengan baik oleh sasaran yang dituju. Begitupun pada kegiatan Penerimaan Peserta Didik Baru dimasa pandemi Covid-19 ini, yang mana kegiatan Penerimaan Peserta Didik Baru perlu adanya kebijakan yang dikeluarkan guna memberikan penyelesaian masalah agar tujuan yang telah ditetapkan dapat tercapai. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian studi kasus. Secara khusus, penekanan pada studi kasus ialah bagaimana SDN 104231 Sugiharjo menghadapi wabah Coivid-19 dalam Penerimaan Peserta Didik Baru setelah terbitnya Peraturan Bupati Nomor 23 Tahun 2021. Dalam pengumpulan data yang dilakukan yaitu dengan teknik wawancara, observasi, dan dokumentasi. Hasil temuan penelitian ini menunjukkan bahwa: 1) Persiapan SDN 104231 Sugiharjo atas kebijakan yang turun yaitu dengan memahami, mempelajari serta mempersiapkan strategi guna mengimplementasikan kebijakan Penerimaan Peserta Didik Baru di masa pandemi Covid-19. Hal ini sesuai atas kebijakan yang digunakan. Dengan memperhatikan faktor pendukungnya, meliputi persiapan pemilihan panitia Penerimaan Peserta Didik Baru yang berkompeten, serta pelaksana yang terus mau belajar atas perubahan yag ada. 2) Implementasi kebijakan yang dilaksanakan SDN 104231 Sugiharjo telah sesuai dengan kebijakan yang ada, bahkan menjadi sebuah titik baru guna memiliki sistem Penerimaan Peserta Didik Baru dan pelayanan lebih baik. Menjadi proses transformasi tatanan kerja dari sistem luring ditambah dengan sistem daring dilingkungan pendidikan. 3) Faktor yang menjadi pendukung dan penghambat yaitu banyak aktivitas yang berkembang dilingkungan SDN 104231 Sugiharjo, seperti Penerimaan Peserta Didik Baru yang lebih ringkas, siswa dapat mengikuti perlombaan secara daring. Namun muncul dampak negatif juga, seperti pada kurangnya minat orang tua siswa menyekolahkan anaknya ke SD Negeri semenjak Covid-19 muncul, serta perlunya pengembangan sarpras yang digunakan. The Covid-19 pandemic has had quite a big impact on the lives of Indonesian people, one of which is in the aspect of education. The existence of this pandemic has prompted the government to issue policies regarding the implementation of learning in Indonesia, namely learning must be carried out online or remotely. That way the implementation of a policy that has been formed can be carried out properly by the intended target. Likewise in the New Student Admissions activities during the Covid-19 pandemic, where the New Student Admissions activities need a policy issued to provide problem solving so that the goals that have been set can be achieved. This study uses a qualitative approach with a case study type of research. The data collection was carried out using interview, observation, and documentation techniques. As well as data analysis techniques used through three procedures, including data condensation, data presentation, and drawing conclusions. The data that has been obtained is checked for the validity of the data using triangulation techniques and member checks. The findings of this study indicate that: 1) Preparation of SDN 104231 Sugiharjo for the policies that were dropped, namely by understanding, studying and preparing strategies to implement PPDB policies during the Covid-19 pandemic. This is in accordance with the policies used. By paying attention to the supporting factors, including the preparation for the election of a competent PPDB committee, as well as implementers who continue to want to learn from the changes that have occurred. 2) The implementation of the policies carried out by SDN 104231 Sugiharjo are in accordance with existing policies, and even become a new point for having a PPDB system and better services. Become a process of transforming the work order from an offline system coupled with an online system in the educational environment. 3) Factors that are supporting and inhibiting are the many activities that are developing in the Sugiharjo 104231 Elementary School environment, such as PPDB which is more concise, students can take part in competitions online. However, there have also been negative impacts, such as the lack of interest by parents of students to send their children to public elementary schools since Covid-19 appeared, as well as the need to develop the infrastructure used.
