Analisis Kinerja Inspektorat Daerah dalam Melakukan Fungsi Pengawasan (Studi pada Inspektorat Kota Langsa)

Abstract

Tugas Pokok Inspektorat Kota Langsa adalah melaksanakan pengawasan terhadap pelaksanaan urusan Pemerintahan di daerah, dan pelaksanaan pembinaan atas penyelenggaraan Pemerintahan Daerah.Namunkenyataannyamasihterdapat permasalahan yang terjadi di lnspektorat Kota Langsa. Berdasarkan Jatar belakang masalah tersebut maka rumusan masalah dalam penelitian adalah (1) Bagaimana kinerja lnspektorat dalam melakukan fungsi pengawasan di Inspektorat dalam melakukan fungsi pengawasan. (2) Faktor-faktor yang mempengaruhi kinerja Inspektorat dalam melakukan fungsi pengawasan. Tujuan penelitian untuk menganalisis (1) Kinerja Inspektorat dalam melakukan fungsi pengawasan. (2)Faktor-faktoryang mempengaruhi kinerja fnspektorat dalam melakukan fungsi pengawasan. Metode Penelitian yang di gunakan adalah deskriptif dengan analisis kualitatif. Pengumpulan data di peroleh dari wawancara, dokumentasi dan observasi. Hasil penelitian adalah (1) Kinerja dari Inspektorat daerah dalam melakukan fungsi pengawasan di Kota Langsa dilihat dari aspek produktivitas, orientasi layanan, responsivitas dan akuntabilitas secara umum belum berjalan efektif, temyata belum efektif. Sedangkan saran dari penelitian adalah (1) Diperlukan adanya regulasi atau Undang-Undang yang mengatur mengenai pengawasan internal. (2) Diperlukan adanya komitmen dan kerja keras serta keseriusan dari aparatur pengawas yang ada di Inspektorat dalam melakukan fungsi pengawasan. (3) Sebagai lembaga yang memiliki peran strategis sebagai pengawas Pemerintahan di daerah, maka sangat penting untuk meningkatkan efektivitas. ( 4) Peningkatan etos kerja pemeriksa menjadi faktor penentu keberhasilan mekanisme organisasi. The results of the study are (1) The performance of the regional impectorate in carrying out the supervisory function in Langsa City in terms of productivity, service orientation, responsiveness and accountability in general has not been effective, apparently not yet effective. While the suggestions from the research are (1) Regulations or laws are needed which regulate internal supervision. (2) There is a need for commitment and hard work and the seriousness of the supervisory apparatus in the Inspectorate in carrying out the supervisory function. (3) As an institution that has a strategic role as supervisor of Government in the region, it is very important to increase e;ffectiveness. (4) Increasing the work ethic of examiners is a determining factor for the success of the organizational mechanism.
