Abstract: | Kesimpulan 1. Implementasi kebijakan pelimpahan kewenangan Bupati kepada camat belum direalisasikan secara baik karena terbatasnya ruang lingkup kewenangan yang dilimpahkan serta tidak adanya petunjuk pelaksana dan peraturan daerah daiam hal mendasari kebijakan pelimpahan kewenangan tersebut. Akibatnya adalah pihak camat dalam mengimplementasikan tugas yang diberikan kepadanya masih menunggu petunjuk pelaksana dari Bupati. Dan hal tersebut dapat menghambat tugas camat sehingga kurang ef ektif bagi meningkatkan kemampuan tugas camat itu sendiri. 2. Bentuk pelimpahan kewenangan dari Bupati kepada camat tersebut pada dasarnya dilakukan secara langsung antara Bupati maupun dengan pihak camat. Dan dapat juga secara tidak langsung melalui instansi dinasnya. Tetapi pada dasamya semua tugas yang dilimpahkan kepada camat memiliki pelaporan dan pertanggung jawaban oleh pelaksana tugas yaitu camat kepada bupati. Bentuk pelimpahan kewenangan dari Bupati kepada camat dapat meningkatkan pelayanan, karena camat sebagai pimpinan tertinggi dalam lingkungan kerjanya dan kedudukannya sebagai penerima pelimpahan kewenangan dari Bupati mengetahui tindakan-tindakan yang akan dilaksanakan dalam kegiatan pelayanan masyarakat. Masyarakat juga dapat secara signifikan mendapatkan pelayanan secara cepat di wilayahnya masing-masing melalui camat tanpa perlu mendatangi kantor bupati. Conclusion 1. Implementation of the policy of delegating authority from the Regent to the sub-district head has not yet been implemented realized well because of the limited scope of authority delegated as well as the absence of implementing instructions and local regulations within matters underlying the delegation of authority policy. The result is sub-district head in implementing the tasks assigned to him still waiting for implementing instructions from the Regent. And it can impede the sub-district head's duties so that it is less effective in improving the capacity of the camat itself. 2. The form of delegation of authority from the Regent to the sub-district head is on basically carried out directly between the Regent and the parties camat. And can also indirectly through the agency. But basically all the tasks delegated to the camat have reporting and accountability by the task executor, namely the sub-district head to regent. The form of delegation of authority from the Regent to the sub-district head can be improve services, because the district head is the highest leader in work environment and position as recipient of the delegation the authority of the Regent to know the actions to be taken implemented in community service activities. Communities can also significantly get services quickly in their respective areas through the camat without the need to go to the regent's office. |
