Implementasi Kebijakan Program Kartu Indentitas Anak Di Dinas Kependudukan dan Pencatatan Sipil Kota Medan

Abstract

Implementasi kebijakan merupakan suatu proses pelaksanaan kebijakan yang dilaksanakan oleh para implementor untuk mencapai tujuan yang telah ditetapkan. Maka dari itu penelitian ini bertujuan untuk mengetahui Implementasi Kebijakan Program Kartu Identitas Anak (KIA) di Dinas Kependudukan dan Pencatatan Sipil Kota Medan dan untuk mengetahui faktor penghambat dalam Implementasi Kebijakan Program Kartu Identitas Anak (KIA) di Dinas Kependudukan dan Pencatatan Sipil Kota Medan. Penelitian ini menggunakan teori implementasi kebijakan menurut Edward III dengan indikator komunikasi, sumber daya, disposisi dan struktur birokrasi. Penelitian ini tergolong pada jenis penelitian deskriptif dengan menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui Observasi, Wawancara dan Dokumentasi. Hasil penelitian menunjukkan bahwa Implementasi Kebijakan Program Kartu Identitas Anak (KIA) di Dinas Kependudukan dan Pencatatan Sipil Kota Medan masih belum terimplementasikan dengan cukup baik walaupun ada beberapa hal yang sudah memenuhi standar dalam pelaksanaannya. Faktor penghambatnya adalah sumber daya dan disposisi. Policy implementation is a process of implementing policies carried out by implementors to achieve predetermined goals. Therefore, this research aimed to determine the implementation of the Child Identity Card (KIA/Kartu Identitas Anak) Program Policy at the Population and Civil Registration Services of Medan City and to determine the inhibiting factors in the Implementation of the Child Identity Card (KIA) Program Policy at the Population and Civil Registration Services of Medan City. This research used policy implementation theory according to Edward III, with indicators of communication, resources, disposition and bureaucratic structure. This research was classified as a descriptive research type using a qualitative approach with data collection techniques through observation, interviews and documentation. The results of the research showed that the implementation of the Child Identity Card (KIA) Program Policy at the Population and Civil Registration Services of Medan City was still not well enough implemented, although several things that met the standards in its implementation. The inhibiting factors were resources and disposition.
