Abstract: | Perencanaa pembangunan efektif dan efisien dilakukan apabila sudah mengetahui potensi yang dimiliki setiap daerah. Penelitian ini bertujuan untuk menegetahui dan menganalisis sektor dan subsektor basis untuk dikembangkan di Kota Tebing Tinggi ada 17 sektor dan 5 subsektor yang digunakan menurut lapangan usaha dalam PDRB tahun 2017-2021. Penelitian ini dilakukan di Kota Tebing Tinggi yang datanya diperolaeh dari Badan Pusat Statistik Kota Tebing Tinggi dan Provinsi Sumatera Utara. Penelitian ini memakai pendekatan kualitatif berbentuk deskriptif. Penelitian ini menggunakan tiga analisis, yaitu analisis Location Quotient (LQ), analisis Dynamic Location Quotient (DLQ), dan Tipology Klassen. Berdasarkan hasil penelitian pada sektor pertanian diKota Tebing Tinggi, non basis dimasa sekarang dan basis dimasa mendatang, namun berdasarkan Tipology Klassen pada sektor pertanian berada di sektor andalan yaitu LQ < 1 dan DLQ > 1. Pada subsektor pertanian ada dua yang menjadi basis yaitu, tanaman pangan dan peternakan untuk dimasa yang sekarang. Namun pada peternakan mengalami perubahan posisi perkebunan yang menjadi basis di masa mendatang, berdasarkan Tipology Klassen tanaman pangan tetap menjadi sektor unggulan yaitu LQ > 1 dan DLQ > 1. Untuk kedepannya masing-masing pemerintah daerah harus bisa menjaga stabilitas pertumbuhan dari setiap sektor, baik sektor basis ataupun non basis, karena sektor basis tersebut merupakan kekuatan dan daya saing daerah dan meningkatkan perekonomian daerah. Effective and efficient development planning is carried out if you know the potential of each region. This research aims to find out and analyze the basic sectors and subsectors for development in Tebing Tinggi City, there are 17 sectors and 5 subsectors used according to business fields in the 2017-2021 GRDP. This research was conducted in Tebing Tinggi City and the data was obtained from the Central Statistics Agency for Tebing Tinggi City and North Sumatra Province. This research uses a qualitative, descriptive approach. This research uses three analyses, namely Location Quotient (LQ) analysis, Dynamic Location Quotient (DLQ) analysis, and Klassen Typology. Based on the results of research on the agricultural sector in Tebing Tinggi City, non-based in the present and based in the future, however based on the Klassen Typology the agricultural sector is in the mainstay sector, namely LQ < 1 and DLQ > 1. In the agricultural sub-sector there are two which are the basis, namely, crops food and livestock for the current era. However, animal husbandry has experienced a change in the position of plantations which will be the basis for the future, based on the Klassen Typology food crops remain the leading sector, namely LQ > 1 and DLQ > 1. In the future, each regional government must be able to maintain the stability of growth in each sector, both sectors base or non-base, because the base sector is the strength and competitiveness of the region and improves the regional economy. |
