Abstract: Peningkatan efektivitas pelayanan publik sangat diharapkan guna terciptanya tenaga aparatur yang handal dan terampil dalam melaksanakan segala pekerjaan yang diberikan kepadanya. Dengan adanya efektivitas kinerja aparatur yang baik akan dapat memperlancar efektivitas pelayanan Kantor Desa Kwala Musam Kecamatan Batang Serangan Kabupaten Langkat. Semakin ketatnya tingkat persaingan sumber daya manusia, baik dalam bisnis maupun dalam organisasi mengakibatkan organisasi dihadapkan pada tantangan untuk dapat mempertahankan kelangsungan hidup. Keberhasilan suatu pelayanan publik desa dipengaruhi oleh kinerja aparatur atau hasil kerja yang dicapai oleh setiap aparatur desa dalam melakukan tugas sesuai dengan tanggung jawab yang diberikan oleh perusahaan atau organisasi. Tujuan dari pada pengelolaan sumber daya manusia adalah bagaimana secara efektif menciptakan kontribusi terhadap upaya pencapaian sasaran organisasi dan bagaimana memenuhi tanggung jawab sosialnya terhadap para aparatur. Increasing the effectiveness of public services is highly expected in order to create personnel who are reliable and skilled in carrying out all the work assigned to them. With the effectiveness of good apparatus performance, it will be possible to facilitate the effectiveness of services at the Kwala Musam Village Office, Batang Panggang District, Langkat Regency. The increasingly stringent level of competition for human resources, both in business and within organizations, has resulted in organizations being faced with challenges in maintaining survival. The success of a village public service is influenced by the performance of the apparatus or the work results achieved by each village apparatus in carrying out tasks in accordance with the responsibilities given by the company or organization. The aim of human resource management is how to effectively create contributions to efforts to achieve organizational goals and how to fulfill social responsibilities towards officials.
