Abstract: Keberadaan transportasi publik di kota Medan belum memberikan pelayanan yang diharapkan sesuai dengan ketetapan undang-undang.Transportasi publik merupakan sistem layanan transportasi yang mengedepankan konsep berkelanjutan dan berkeadilan yang melayani kebutuhan sosial dan ekonomi semua kalangan masyarakat serta berwawasan lingkungan.Pada awal pengoperasiannya, Trans Metro Deli mendapatkan pandangan yang baik dari masyarakat karena dapat dinikmati secara gratis. Namun, dalam pelaksanaan program Trans Metro Deli selama 3 tahun belum menjawab permasalahan yang ada di lapangan, sehingga diperlukannya evaluasi kinerja program Trans Metro Deli. Tujuan dari penelitian ini adalah untuk mengetahui dan mendeskripsikan secara rinci evaluasi kinerja program Trans Metro Deli dengan melihat indikator evaluasi Helmut Wollman : Efektivitas, Efisiensi dan Equity (Keadilan). Penelitian ini menggunakan pendekatan deskriptif kualitatif. Berdasarkan hasil penelitian, evaluasi kinerja program Trans Metro Deli dilakukan menggunakan tiga kriteria evaluasi yang meliput: Pertama, Efektivitas berjalan dengan baik, tetapi terkendala pada masalah parkir liar yang belum teratasi. Kedua, Efisiensi perlu dipertimbangkan untuk menambah jumlah SDM pada bagian teknologi. Ketiga, Keadilan belum optimal, hal ini dilihat dari 217 halte, hanya 60 halte yang dibuat secara permanen sedangkan sisanya, halte-halte mengalami kerusakan. Oleh karena itu, sangat diperlukan pembenahan sarana dan prasarana transportasi kota Medan yang mampu memenuhi kebutuhan seluruh kalangan Masyarakat khususnya bagi difabel dan lansia. The existence of public transportation in the city of Medan has not provided the expected services in accordance with the provisions of the law. Public transportation is a transportation service system that prioritizes sustainable and fair concepts that serve the social and economic needs of all levels of society and is environmentally friendly. At the beginning of its operation, Trans Metro Deli get a good view from the public because it can be enjoyed for free. However, the implementation of the Trans Metro Deli program for 3 years has not answered the problems in the field, so it is necessary to evaluate the performance of the Trans Metro Deli program. The aim of this research is to find out and describe in detail the performance evaluation of the Trans Metro Deli program by looking at Helmut Wollman's evaluation indicators: Effectiveness, Efficiency and Equity (Justice). This research uses a qualitative descriptive approach. Based on the research results, the performance evaluation of the Trans Metro Deli program was carried out using three evaluation criteria which include: First, effectiveness is running well, but is hampered by the problem of illegal parking which has not been resolved. Second, efficiency needs to be considered to increase the number of human resources in the technology department. Third, justice is not yet optimal, this can be seen from the 217 bus stops, only 60 of them were made permanent while the rest were damaged. Therefore, it is very necessary to improve the transportation facilities and infrastructure in the city of Medan that are able to meet the needs of all levels of society, especially for the disabled and the elderly.
