This research was conducted due to the decline in tourist visits to Sibolga City, which encouraged the Sibolga City government to implement tourism development. Even though tourism facilities have been built in the Sibolga Old Harbor tourist area, their use has not been optimal so that marine tourism in the area has not developed. This research identifies factors that influence policy implementation, including communication indicators, resources, disposition and bureaucratic structure. Using Edward III's implementation theory, this research uses a qualitative approach with interviews, observations and documentation studies. The research results show that policy targets for increasing visits by foreign tourists and foreign tourists have been set, but policy standards have not been stated. The facilities and infrastructure already exist, but human resources, budget and time are still obstacles. Coordination with stakeholders is running smoothly, even though there are still internal conflicts within the Tourism Service. There is support from DPRD members and the community, but budget problems need to be resolved to support the implementation of this policy. Furthermore, further efforts are needed to improve coordination between agencies and resource management so that tourism development in Sibolga City can run optimally.
