Abstract: Implementasi kebijakan dana hibah di Biro Kesejahteraan Rakyat Sekretariat Daerah Provinsi Sumatera Utara, yang berfokus pada pengelolaan dan pengawasan dana hibah yang disalurkan kepada organisasi atau kelompok masyarakat. Dana hibah ini bertujuan untuk mendukung program-program kesejahteraan masyarakat dalam bidang sosial, pendidikan, budaya, dan keagamaan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, yang dilakukan melalui wawancara, observasi, dan studi dokumentasi untuk memperoleh gambaran mendalam tentang implementasi kebijakan dana hibah. Hasil penelitian menunjukkan bahwa meskipun kebijakan dana hibah ini memiliki dampak positif terhadap peningkatan kesejahteraan masyarakat, implementasinya masih menghadapi berbagai kendala. Beberapa tantangan yang ditemukan antara lain keterbatasan sumber daya manusia yang mengelola dana hibah, prosedur pengajuan dan pencairan yang cukup rumit, serta kurangnya pemahaman dari penerima hibah mengenai mekanisme penggunaan dana yang baik dan benar. Selain itu, pengawasan terhadap penggunaan dana hibah juga masih perlu diperkuat agar lebih transparan dan akuntabel. Berdasarkan temuan tersebut, disarankan agar dilakukan peningkatan kapasitas sumber daya manusia, penyederhanaan prosedur administrasi, peningkatan pengawasan yang transparan, serta pemberian pendampingan bagi penerima hibah. Dengan perbaikan tersebut, diharapkan kebijakan dana hibah dapat lebih efektif dalam mendukung kesejahteraan masyarakat Sumatera Utara secara berkelanjutan. Implementation of grant fund policy in the Bureau of People's Welfare of the Regional Secretariat of North Sumatra Province, which focuses on the management and supervision of grant funds distributed to organizations or community groups. This grant fund aims to support community welfare programs in the social, educational, cultural, and religious fields. This study uses a qualitative approach with a descriptive method, which is carried out through interviews, observations, and documentation studies to obtain an in-depth picture of the implementation of the grant fund policy. The results of the study indicate that although this grant fund policy has a positive impact on improving community welfare, its implementation still faces various obstacles. Some of the challenges found include limited human resources managing grant funds, quite complicated application and disbursement procedures, and a lack of understanding from grant recipients regarding the mechanism for proper and correct use of funds. In addition, supervision of the use of grant funds also still needs to be strengthened to be more transparent and accountable. Based on these findings, it is recommended that human resource capacity be increased, administrative procedures simplified, transparent supervision increased, and assistance provided to grant recipients be provided. With these improvements, it is hoped that the grant fund policy can be more effective in supporting the welfare of the North Sumatra community in a sustainable manner.
