Abstract: Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara telah mengatur bahwa setiap Aparatur Sipil Negara berhak mendapatkan pengembangan kompetensi, disamping hak lainnya seperti gaji, tunjangan, dan fasilitas cuti, jaminan pensiun dan jaminan hari tua, dan perlindungan. Untuk memenuhi hal tersebut, maka Kementerian/Lembaga Pemerintah Non-kementerian dan juga Pemerintah Daerah Provinsi serta Kabupaten/Kota perlu meyusun perencanaan pengembangan kompetensi SDM yang komprehensif dan sistematis serta terintegrasi dengan agenda reformasi birokrasi bidang Manajemen Sumber Daya Manusia Aparatur. Penelitian ini bertujuan untuk untuk mengetahui pengaturan pengembangan karir Aparatur Sipil Negara pada Kantor Wilayah Kementrian Hukum dan HAM Sumatera Utara; untuk mengetahui Implementasi pengaturan pengembangan karir Aparatur Sipil Negara pada Kantor Wilayah Kementrian Hukum dan HAM Sumatera Utara;dan untuk mengetahui kendala dan Solusi pengembangan karir Aparatur Sipil Negara pada Kantor Wilayah Kementrian Hukum dan HAM Sumatera Utara. Metode Penelitian yang digunakan adalah penelitian yuridis normatif. Sifat penelitian ini adalah bersifat deskriptif. Sumber data yang digunakan dalam penelitian ini adalah data sekunder yang berupa bahan hukum primer, bahan hukum sekunder dan bahan hukum tersier. Hasil penelitian ini mengahasilkan, pertama bahwa Pengaturan pengembangan karir Aparatur Sipil Negara pada Kantor Wilayah Kementrian Hukum dan HAM Sumatera Utara; Undang-Undang Nomor 5 tahun 2014, Peraturan Pemerintah Nomor 46 tahun 2011, Peraturan Pemerintah Nomor 56 tahun 2012, Peraturan Pemerintah Nomor 11 tahun 2017, Peraturan Kepala Badan Kepegawaian Negara Nomor 1 tahun 2013, Peraturan Kepala Badan Kepegawaian Negara Nomor 8 tahun 2013, Peraturan Menteri Hukum dan HAM Nomor 4 tahun 2015. Kedua, Implementasi Pengaturan Pengembangan Karir Aparatur Sipil Negara Pada Kantor Wilayah Kementrian Hukum Dan HAM Sumatera Utara adalah dengan penerapan Sistem Merit yang bertujuan untuk menciptakan kompetensi SDM yang professional dan produktifitas. Kendala Dan Solusi Pengembangan Karir Aparatur Sipil Negara Pada Kantor Wilayah Kementrian Hukum Dan HAM Sumatera Utara diantaranya adalah Faktor Substansi dari Peraturan perundang-undangan terkait pengembangan karir masih belum secara maksimal membantu mengembangan karir Aparatur Sipil Negara, Faktor Struktur/Kelembagaan masih ada yang saling overlapping kewenangan diantara lembaga pemerintah, Faktor Culture/Budaya dilihat dari masih banyaknya terjadi perbuatan curang, koruptif, tidak profesional dikalangan Aparatur Sipil Negara Kementrian Hukum dan HAM khususnya di Kanwil Sumut. Upaya telah dilakukan antara lain: Peningkatan Kapasitas dan Akuntabilitas Kinerja di Kemenkum HAM Wilayah Sumatera Utara, Pemerintah yang Bersih dan Bebas KKN di Lingkungan Kemenkum HAM, Peningkatan Kualitas Pelayanan Publik di lingkungan Kemenkum HAM. Law Number 5 Year 2014 concerning State Civil Apparatus has stipulated that every State Civil Apparatus has the right to obtain competency development, in addition to other rights such as salaries, benefits, and leave facilities, pension guarantees and pension benefits, and protection. To fulfill this, the Ministries / Institutions of Non-ministerial Government as well as Provincial and Regency / City Governments need to develop a comprehensive and systematic development plan for HR competencies and integrated with the bureaucratic reform agenda in the field of Human Resource Management Apparatus. This study aims to determine the career development arrangements of the State Civil Apparatus at the North Sumatra Ministry of Law and Human Rights Regional Office; to find out the implementation of the arrangement of career development of the State Civil Apparatus at the Ministry of Justice and Human Rights Regional Office of North Sumatra, and to find out the obstacles and Solutions for the career development of the State Civil Apparatus at the North Sumatra Ministry of Law and Human Rights Regional Office. The research method used is normative juridical research. The nature of this research is descriptive. Data sources used in this study are secondary data in the form of primary legal materials, secondary legal materials and tertiary legal materials. The results of this study resulted, first, that the arrangement of career development of the State Civil Apparatus at the Regional Office of the Ministry of Justice and Human Rights of North Sumatra; Law Number 5 of 2014, Government Regulation Number 46 of 2011, Government Regulation Number 56 of 2012, Government Regulation Number 11 of 2017, Regulation of the Head of the State Civil Service Agency Number 1 of 2013, Regulation of the Head of the State Civil Service Agency Number 8 of 2013, Regulation Minister of Law and Human Rights Number 4 of 2015. Secondly, Implementation of the Regulation of the State Civil Service Career Development at the Ministry of Justice and Human Rights Regional Office of North Sumatra is the implementation of the Merit System which aims to create professional HR competencies and productivity. Constraints and Solutions for the Development of a State Civil Service Career at the Ministry of Law and Human Rights Regional Office of North Sumatra include the Factors Substance of the legislation related to career development still has not maximally helped develop the career of the State Civil Apparatus, Structure / Institutional Factors there are still overlapping authority Among government agencies, the Factor Culture / Culture is seen from the many fraudulent, corrupt, unprofessional acts among the State Civil Apparatus Ministry of Law and Human Rights, especially in the North Sumatra Regional Office. Efforts have been made, among others: Capacity Building and Performance Accountability at the Ministry of Human Rights in North Sumatra, a Government that is Clean and Free of Community Service in the Ministry of Human Rights, Improving the Quality of Public Services within the Ministry of Justice and Human Rights
