Abstract: Implementasi merupakan langkah yang sangat penting dalam proses kebijakan. Banyak langkah-langkah baik yang bisa dilakukan pemerintah namun tidak ada dampaknya terhadap kehidupan negara. Penelitian ini bertujuan untuk menganalisis Implementasi Program Dinas ketenagakerjaanTengtang pelatihan kerja lulusan sma sederajat di UPTD Balai Latihan Kerja Silangkitang Kabupaten Tapanuli Utara. Penelitian ini menggunakan teori implementasi kebijakan menurut Edward III dengan indikator komunikasi, sumber daya, disposisi, dan struktur birokrasi. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan menggunakan Teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi Program Dinas ketenagakerjaanTentang pelatihan kerja lulusan sma sederajat di UPTD Balai Latihan Kerja Silangkitang Kabupaten Tapanuli Utara sudah berjalan dengan baik, jika dilihat dari beberapa indikator seperti komunikasi telah dilakukan dengan beberapa upaya yang signifikan dalam mensosialisasikan Implementasi Program Dinasketenagakerjaan Tentang Pelatihan Kerja lulusan SMA Sederajat Terintegrasi, sumber daya telah melakukan persiapan sumber daya yang baik, disposisi terlihat jelas komitmen serta antusias dari pihak yang terkait dan struktur birokrasi telah diatur dengan baik serta mudah dipahami. Meskipun telah dilakukan beberapa upaya yang signifikan, kurangnya daya minat masyarakat mengenai Program Pelatihan ini serta masalah anggaran yang tersedia menjadi faktor pnghambat dalam implementasi program ini. implementation is a very important step in the policy process. Many good steps can be taken by the government, but they have no impact on the life of the country. This study aims to analyze the Implementation of the Manpower Office Program Regarding Job Training for High School Graduates at the UPTD Silangkitang Job Training Center, North Tapanuli Regency. This study uses the theory of policy implementation according to Edward III with indicators of communication, resources, disposition, and bureaucratic structure. The research method used is a qualitative approach using data collection techniques in the form of interviews, observations, and documentation. The results of the study indicate that the implementation of the Manpower Office Program Regarding Job Training for High School Graduates at the UPTD Silangkitang Job Training Center, North Tapanuli Regency has been running well, when viewed from several indicators such as communication has been carried out with several significant efforts in socializing the Implementation of the Manpower Office Program Regarding Integrated High School Graduate Job Training, resources have made good resource preparation, disposition is visible commitment and enthusiasm from the related parties and the bureaucratic structure has been well regulated and easy to understand. Although some significant efforts have been made, the lack of public interest in this Training Program and the problem of available budget are inhibiting factors in the implementation of this program.
