Implementasi Kebijakan Aplikasi Buat Administrasi Kependudukan Secara Online untuk Rakyat (Bakso Urat ) pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Serdang Bedagai

Abstract

Aplikasi Buat Administrasi Kependudukan Secara Online Untuk Rakyat atau yang di singkat (bakso urat) oleh dinas kependudukan dan pencatatan sipil kabupaten serdang bedagai merupakan kebijakan e-government oleh pemerintah kabupaten Serdang bedagai. Latar belakang dibuatnya aplikasi ini saat pandemic covid-19 diindonesia agar tidak terjadi keramaian di "Disdukcapil Sergai". Penelitian ini bertujuan untuk mengetahui bagaimana implementasi aplikasi "Bakso Urat" oleh "Disdukcapil Sergai" dan factor penghambatnya. Metode penelitian yang digunakan ialah metode penelitian kualitatif deskriptif. peneliti menyimpulkan kebijakan aplikasi BAKSO URAT belum baik dapat dibuktikan empat indikator yang seluruhnya masih belum tercapai haltersebut terbukti dari data observasi peneliti yang menunjukkan: A. komunikasi pegawai kepada masyarakat yang tidak sesuai dengan hasil wawancara peneliti dengan pegawai terhadap hasil wawancara peneliti dengan masyarakat dilapangan. B. Sumberdaya kurang memadai terbukti dari hasil wawancara dan pengamatan langsung dilapangan oleh peneliti dimana jumlah pegawai dan sarana komputer jadi faktornya. C. disposisi dimana peneliti masih menemukan fakta dilapangan adanya aktivitas tebang pilih yang dilakukan pegawai dalam melakukan pengurusan dokumen. D. Struktur birokrasi peneliti masih menemukan Prosedur Operasional Standar tidak sepenuhnya dilaksanakan misalnya untuk efisiensi waktu masyarakat dalam melakukan pengurusan dokumen seperti legalisir membutuhkan waktu sampai tiga jam. Application for Online Population Administration for the People or abbreviated (bakso urat) by the Serdang Bedagai Regency Population and Civil Registration Service is an e-government policy by the Serdang Bedagai Regency Government. The background of this application was created during the Covid-19 pandemic in Indonesia to prevent crowds at the "Disdukcapil Sergai". This study aims to determine how the implementation of the "Bakso Urat" application by "Disdukcapil Sergai" and its inhibiting factors. The research method used is a descriptive qualitative research method. The researcher concluded that the BAKSO URAT application policy was not good, as evidenced by four indicators, all of which had not yet been achieved. This was proven by the researcher's observation data which showed: A. employee communication to the public that did not match the results of the researcher's interviews with employees and the results of the researcher's interviews with the community in the field. B. Inadequate resources were evidenced by the results of interviews and direct observations in the field by researchers where the number of employees and computer facilities were factors. C. disposition where researchers still found facts in the field of selective logging activities carried out by employees in processing documents. D. Bureaucratic structure researchers still found that Standard Operating Procedures were not fully implemented, for example, to ensure efficiency of people's time in proces
