Abstract: Perkembangan Kota Rantau Prapat sebagai pusat administrasi wilayah Labuhanbatu dan sekitarnya mendorong kebutuhan akan pelayanan publik yang terintegrasi. Mall Pelayanan Publik (MPP) menjadi solusi untuk menyatukan berbagai layanan dari instansi pemerintah dan swasta dalam satu lokasi. Penelitian ini bertujuan merancang bangunan MPP yang menerapkan prinsip bangunan hemat energi guna mendukung efisiensi energi dan keberlanjutan lingkungan. Pendekatan perancangan menggunakan prinsip desain pasif dan aktif, seperti pencahayaan alami, ventilasi silang, material insulatif, serta penggunaan sistem HVAC dan panel surya. Lokasi tapak terpilih adalah di pusat kota Rantau Prapat dengan pertimbangan aksesibilitas tinggi dan potensi pengembangan. Metode penelitian meliputi studi literatur, observasi, dan studi preseden. Hasil desain menekankan pada kenyamanan termal, efisiensi operasional, serta penerapan teknologi bangunan hijau. The development of Rantau Prapat as the administrative center for Labuhanbatu and surrounding areas has led to the need for integrated public services. The Public Service Mall (MPP) offers a solution by centralizing various governmental and private services in one location. This study aims to design an MPP building that adopts energy-efficient building principles to support energy savings and environmental sustainability. The design approach applies passive and active strategies, such as natural lighting, cross ventilation, insulative materials, HVAC systems, and solar panels. The chosen site is located in the city center of Rantau Prapat, selected for its accessibility and development potential. The research methods include literature review, field observation, and precedent study. The resulting design emphasizes thermal comfort, operational efficiency, and the integration of green building technologies.
