Abstract

Implementasi merupakan proses pelaksanaan atau penerapan suatu kebijakan, program atau Keputusan yang telah ditetapkan agar tujuan yang diinginkan dapat tercapai. Masalah terkait tentang kekerasan anak masih saja terjadi, Tingginya kasus kekerasan terhadap anak di Kabupaten Deli Serdang menunjukkan bahwa implementasi Peraturan Daerah Nomor 5 Tahun 2021 tentang Penyelenggaraan Perlindungan Anak belum optimal. Penelitian ini bertujuan menganalisis implementasi peraturan daerah di Dinas P3AP2KB Kabupaten Deli Serdang serta mengidentifikasi faktor pendukung dan penghambatnya. Penelitian menggunakan metode kualitatif deskriptif dengan teknik observasi, wawancara, dan dokumentasi, serta menggunakan teori implementasi kebijakan George C. Edward III yang mencakup aspek komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa kebijakan belum terimplementasi dengan baik oleh Dinas P3AP2KB. Adapun faktor pendukungnya yaitu dasar hukum yang jelas dan kuat, tersedianya sumber daya manusia yang berkomitmen, tersedianya konselor, tersedianya Gedung pengaduan dan kendaraan operasiaonal yaitu MOLIN, serta kerja sama antar instansi seperti Dinas Sosial, Dinas Kesehatan, Dinas Pendidikan, Kepolisian, Pengadilan, Rumah Sakit. Dan adanya berbagai saluran pelaporan seperti layanan pengaduan, hotline, UPTD PPA, serta laporan dari masyarakat, kepala desa, faktor penghambatnya Adalah keterbatasan anggaran, stigma sosial, rendahnya kesadaran Masyarakat untuk melapor, dan kurangnya sosialisasi kepada Masyarakat luas. Problems related to child violence still occur. The high number of cases of violence against children in Deli Serdang Regency indicates that the implementation of Regional Regulation Number 5 of 2021 concerning the Implementation of Child Protection is not optimal. This study aims to analyze the implementation of regional regulations at the P3AP2KB Service of Deli Serdang Regency and identify supporting and inhibiting factors. The study used a descriptive qualitative method with observation, interview, and documentation techniques, and used George C. Edward III's policy implementation theory which includes aspects of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the policy has not been implemented well by the P3AP2KB Service. The supporting factors are a clear and strong legal basis, the availability of committed human resources, the availability of counselors, the availability of complaint buildings and operational vehicles, namely MOLIN, as well as cooperation between agencies such as the Social Service, Health Service, Education Service, Police, Courts, and Hospitals. And the existence of various reporting channels such as complaint services, hotlines, UPTD PPA, as well as reports from the community, village heads, the inhibiting factors are budget limitations, social stigma, low public awareness to report, and lack of socialization to the wider community. community.
