Abstract: Penelitian ini di latarbelakangi adanya sebagian besar siswa belum memahami konsep kesetaraan gender secara utuh. Masih kuatnya sterotipe peran gender dalam aktivitas sekolah. Kurangnya sosialisasi tentang pengarusutamaan gender kepada siswa secara langsung dan sistematis. Bertujuan untuk menganalisis implementasi peraturan tersebut di SMA Swasta GBKP Kabanjahe, Kabupaten Karo, serta mengidentifikasi dan menganalisis faktor pendukung dan penghambat yang dihadapi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Informan penelitian terdiri dari kepala sekolah, wakil kepala sekolah, guru, staf administrasi, dan siswa yang dipilih melalui purposive sampling. Analisis data dilakukan menggunakan model Miles and Huberman. Hasil penelitian menunjukkan bahwa implementasi PUG di SMA Swasta GBKP Kabanjahe telah dilaksanakan namun masih menghadapi hambatan. Dari sisi komunikasi, sosialisasi kebijakan telah dilakukan, namun belum mampu meningkatkan pemahaman siswa secara komprehensif. Dari perspektif sumber daya, keterbatasan alokasi anggaran, kurangnya pelatihan khusus PUG, dan ketiadaan program berkelanjutan menjadi hambatan utama. Selain itu, meskipun pelaksana umumnya mendukung, disposisi mereka masih dipengaruhi oleh budaya patriarki yang kuat. Struktur birokrasi sekolah mendukung implementasi, namun belum dilengkapi dengan mekanisme terstruktur untuk memastikan konsistensi kebijakan. This research is motivated by the fact that most students do not yet fully comprehend the concept of gender equality. Strong gender role stereotypes persist within school activities, coupled with a lack of direct and systematic socialization regarding gender mainstreaming for students. This study aims to analyze the implementation of the aforementioned regulation at GBKP Private Senior High School Kabanjahe, Karo Regency, as well as to identify and analyze the supporting and inhibiting factors encountered. A qualitative approach with a descriptive method was employed in this study. Research informants included the principal, vice-principal, teachers, administrative staff, and students, selected through purposive sampling. Data analysis was conducted using the Miles and Huberman model. The results indicate that the implementation of Gender Mainstreaming (GM) at GBKP Private Senior High School Kabanjahe has been carried out but continues to face significant obstacles. Regarding communication, policy socialization has been conducted but has not yet comprehensively improved student understanding. From a resource perspective, limited budget allocation, a lack of specialized GM training, and the absence of sustainable programs constitute the primary barriers. Furthermore, although implementers generally show support, their disposition remains influenced by a strong patriarchal culture. While the school’s bureaucratic structure supports implementation, it lacks a structured mechanism to ensure policy consistency
