Abstract: Penelitian ini bertujuan menganalisis kinerja Aparatur Sipil Negara (ASN) di Sekretariat Bawaslu Kabupaten Tapanuli Tengah dalam mendukung pengawasan Pemilu 2024 serta mendeskripsikan kendala yang dihadapi. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan dokumentasi. Informan dipilih secara purposive mencakup ASN pelaksana, pejabat struktural, dan anggota Bawaslu. Analisis data menggunakan model Miles, Huberman, dan Saldana dengan tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan kinerja ASN secara umum sangat baik dalam lima indikator: produktivitas tinggi, kualitas pelayanan melalui verifikasi berjenjang, disiplin berbasis tanggung jawab output, responsivitas cepat dalam penanganan laporan, dan akuntabilitas melalui dokumentasi autentik. Kendala utama meliputi rentang kendali luas akibat struktur ramping, hambatan geografis dan infrastruktur teknologi, tekanan waktu ekstrem, kesenjangan kompetensi, serta keterbatasan sarana prasarana. Penelitian menyimpulkan perlunya penguatan kapasitas teknis, modernisasi sarana operasional, dan perbaikan sistem manajemen beban kerja untuk optimalisasi kinerja di masa mendatang. This study aims to analyze the performance of Civil Servants (ASN) at the Bawaslu Secretariat of Central Tapanuli Regency in supporting the 2024 election supervision and describe the constraints faced. The research employed a descriptive qualitative approach with data collection techniques through in-depth interviews, participatory observation, and documentation. Informants were selected purposively, including implementing ASN, structural officials, and Bawaslu members. Data analysis used the Miles, Huberman, and Saldana model with stages of data reduction, data display, and conclusion drawing. Results show that ASN performance is generally excellent across five indicators: high productivity, service quality through tiered verification, discipline based on output responsibility, rapid responsiveness in complaint handling, and accountability through authentic documentation. Main constraints include wide span of control due to lean structure, geographical and technological infrastructure barriers, extreme time pressure, competency gaps, and limited facilities. The study concludes the necessity of strengthening technical capacity, modernizing operational facilities, and improving workload management systems for future performance optimization.
