Abstract: Penelitian ini bertujuan untuk menganalisis kinerja Panwaslu Kecamatan Garoga dalam mendukung pelaksanaan Pemilihan Kepala Daerah (Pilkada) Serentak Tahun 2024 di Kabupaten Tapanuli Utara, serta mengidentifikasi dinamika yang muncul akibat kondisi geografis dan keterbatasan sumber daya. Metode yang digunakan adalah kualitatif deskriptif dengan pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa kinerja Panwaslu Kecamatan Garoga diukur melalui lima dimensi utama: kompetensi teknis, disiplin administratif, responsivitas, koordinasi, dan adaptabilitas. Meskipun menghadapi tantangan berat berupa medan geografis yang ekstrem, keterbatasan jaringan internet, dan tekanan sosiokultural sistem kekerabatan Dalihan Na Tolu, Panwaslu Garoga berhasil mempertahankan efektivitas pengawasan melalui strategi adaptif. Strategi tersebut meliputi penerapan sistem pelaporan hibrida dan pemanfaatan kearifan lokal sebagai instrumen pengawasan nonformal. Simpulan penelitian ini menegaskan bahwa model pengawasan adaptif berbasis kearifan lokal mampu menjaga integritas pemilu di daerah terpencil. Disarankan adanya kebijakan anggaran asimetris yang mempertimbangkan tantangan geografis riil untuk meningkatkan operasional pengawasan di masa depan. This research aims to analyze the performance of the Garoga District Election Supervisory Committee (Panwaslu) in supporting the 2024 Simultaneous Regional Head Elections in North Tapanuli Regency and to identify the dynamics arising from geographical conditions and resource limitations. The method used is descriptive qualitative, with data collected through in-depth interviews, participatory observation, and documentation studies. The results indicate that the performance of the Garoga District Panwaslu is measured through five main dimensions: technical competence, administrative discipline, responsiveness, coordination, and adaptability. Despite facing significant challenges such as extreme geographical terrain, limited internet access, and sociocultural pressure from the Dalihan Na Tolu kinship system, the Garoga Panwaslu successfully maintained supervisory effectiveness through adaptive strategies. These strategies include implementing a hybrid reporting system and utilizing local wisdom as an informal supervisory instrument. This study concludes that an adaptive local wisdom-based supervision model can preserve election integrity in remote areas. It is recommended to implement asymmetric budgeting policies that consider real geographical challenges to enhance supervisory operations in the future.
