| Abstract: | Artikel ini bertujuan untuk menganalisis variabilitas dan tingkat risiko harga produsen cabai merah di 15 kabupaten Provinsi Sumatera Utara selama periode 2015-2024. Masalah difokuskan pada fluktuasi harga jual yang ekstrem dan berdampak pada pendapatan petani. Guna mendekati masalah ini dipergunakan acuan teori dari manajemen risiko pertanian, analisis variabilitas harga melalui koefisien variasi, dan pengukuran risiko menggunakan Value at Risk (VaR). Data-data dikumpulkan dari Badan Pusat Statistik Provinsi Sumatera Utara, dan dianalisis secara deskriptif kuantitatif. Kajian ini menyimpulkan bahwa tingkat risiko harga jual cabai merah tergolong tinggi di sebagian besar kabupaten, dengan nilai VaR berkisar antara Rp25.860 hingga Rp37.000 kilogram, mengindikasikan tingkat risiko harga yang signifikan akibat faktor musiman, fluktuasi pasokan, dan keterbatasan akses pasar. Kabupaten Padang Lawas dan Deli Serdang menunjukkan risiko tertinggi memerlukan intervensi kebijakan penyangga harga dan penguatan kelembagaan petani, sementara Simalungun dan Humbang Hasundutan relatif lebih stabil berkat sistem pasokan yang efisien. This article aims to analyze the variability and risk level of red chili producer prices across 15 districts in North Sumatra Province during 2015–2024. The problem focuses on extreme price fluctuations that significantly affect farmers’ income. The study applies agricultural risk management theory, price variability analysis using the coefficient of variation, and risk measurement through Value at Risk (VaR). Data were collected from the Central Bureau of Statistics of North Sumatra Province and analyzed using a quantitative descriptive approach. The results show that the risk level of red chili prices is generally high in most districts, with VaR values ranging from IDR 25,860 to IDR 37,000 per kilogram, indicating substantial price risk driven by seasonal factors, supply fluctuations, and limited market access. Padang Lawas and Deli Serdang exhibit the highest risk, requiring policy intervention, while Simalungun and Humbang Hasundutan are relatively more stable overall. |
