| Abstract: | Perkembangan kawasan permukiman di bantaran Sungai Belawan, khususnya di Perumahan De Flamboyan, telah meningkatkan risiko banjir akibat perubahan tata guna lahan dan keterbatasan kapasitas alur sungai. Penelitian ini bertujuan untuk menganalisis curah hujan rencana dan debit puncak banjir pada berbagai kala ulang, serta mengevaluasi karakteristik hidraulik sungai melalui simulasi dua dimensi.Analisis hidrologi dilakukan menggunakan distribusi Gumbel berdasarkan data curah hujan maksimum tahunan untuk menentukan curah hujan rencana. Hasil analisis menunjukkan bahwa curah hujan rencana meningkat seiring bertambahnya kala ulang, yaitu sebesar 93,89 mm pada kala ulang 2 tahun (Q2), 123,29 mm pada kala ulang 5 tahun (Q5), dan 203,72 mm pada kala ulang 100 tahun (Q100). Nilai curah hujan tersebut digunakan untuk menghitung debit banjir menggunakan metode Hidrograf Satuan Sintetik Nakayasu, yang menghasilkan debit puncak sebesar 212,74 m³/det (Q2) dan 379,86 m³/det (Q5). Debit banjir rencana selanjutnya digunakan sebagai input dalam pemodelan hidraulik menggunakan iRIC Nays2DFlood untuk menganalisis kedalaman genangan, kecepatan aliran, dan luas genangan pada pemukiman. Hasil simulasi menunjukkan bahwa kapasitas penampang Sungai Belawan tidak mampu menampung debit banjir rencana sehingga terjadi limpasan ke kawasan permukiman. Pada kala ulang rendah (Q2– Q5), genangan telah terjadi dengan kedalaman mencapai ±0,65 m hingga ±3 m pada beberapa titik pengamatan. Pada kala ulang 2 tahun (Q2), genangan banjir telah mencakup kawasan permukiman dengan luas sekitar 4,5 hektar, yang menunjukkan keterbatasan kapasitas alur sungai meskipun pada periode ulang yang rendah. Selain itu, kecepatan aliran mengalami peningkatan seiring bertambahnya kala ulang, yang berpotensi meningkatkan tingkat kerusakan akibat banjir. Hasil validasi menunjukkan bahwa kejadian banjir tahun 2020 memiliki karakteristik yang mendekati kala ulang 5 tahunan (Q5). Secara keseluruhan, kawasan Perumahan De Flamboyan memiliki tingkat kerentanan banjir kategori sedang hingga tinggi, sehingga diperlukan upaya mitigasi berupa peningkatan kapasitas sungai, penataan kawasan bantaran, serta pengendalian pemanfaatan ruang pada daerah floodplain. The development of residential areas along the Belawan River, particularly in De Flamboyan Housing, has increased flood risk due to land use changes and the limited capacity of the river channel. This study aims to analyze design rainfall and peak flood discharge for various return periods, as well as to evaluate the hydraulic characteristics of the river through two-dimensional simulation. Hydrological analysis was conducted using the Gumbel distribution based on annual maximum rainfall data to determine design rainfall. The results indicate that design rainfall increases with return period, reaching 93.89 mm for the 2-year return period (Q2), 123.29 mm for the 5-year return period (Q5), and 203.72 mm for the 100-year return period (Q100). These rainfall values were then used to calculate flood discharge using the Nakayasu Synthetic Unit Hydrograph method, resulting in peak discharges of 212.74 m³/s (Q2) and 379.86 m³/s (Q5). The design flood discharge was subsequently used as input for hydraulic modeling using iRIC Nays2DFlood to analyze flood depth, flow velocity, and inundation extent in the residential area. The simulation results show that the capacity of the Belawan River channel is insufficient to convey the design flood discharge, causing overflow into residential areas. For low return periods (Q2–Q5), inundation has already occurred, with depths ranging from approximately 0.65 m to 2.92 m at several observation points. For the 2-year return period (Q2), the flood inundation covers approximately 4.5 hectares of residential area, indicating limited channel capacity even under frequent flood conditions. In addition, flow velocity increases with higher return periods, potentially leading to greater flood damage. Validation results indicate that the 2020 flood event corresponds closely to the 5-year return period (Q5). Overall, the De Flamboyan residential area is classified as having moderate to high flood vulnerability, indicating the need for mitigation measures such as increasing river channel capacity, improving riverbank management, and controlling land use within the floodplain. |
