Synergy of Sustainable Blue Economy and Local Wisdom in Poverty Alleviation Strategy in Nias Regency, Indonesia

Abstract

This study examines the synergy between sustainable blue economy development and local wisdom in poverty alleviation efforts in Nias Regency, Indonesia. Despite its significant potential in the marine sector, including capture fisheries, mariculture, marine tourism, and renewable energy, the utilization of the blue economy in Nias remains far from optimal. The high poverty rate (22.31%) and the relatively low contribution of the marine sector to the Gross Regional Domestic Product (less than 10%) highlight the need for a more holistic approach. The study integrates the potential of the blue economy with the socio-cultural foundations of the Nias community, proposing a development strategy that systematically incorporates local wisdom into development policies. The research employs a qualitative descriptive method, utilizing a SWOT analysis, with data collected through interviews, focus group discussions (FGDs), and questionnaires administered to 100 informants representing various community groups and government institutions. The findings suggest that diversification strategies grounded in local potential—such as cultural ecotourism, the development of sustainable fisheries products, and the enhancement of the creative economy—can serve as effective solutions. A participatory approach involving indigenous communities and local stakeholders enhances both the relevance and sustainability of programs. This study offers novel insights into the development of poverty alleviation strategies in coastal areas, emphasizing a contextual, inclusive, and sustainable framework for a blue economy.
