Analisis Beban Kerja Tenaga Harian Lepas Pelayanan Persampahan/ Kebersihan dan Pengelolaan Pertamanan di Dinas Lingkungan Hidup Kabupaten Aceh Tamiang

Abstract

Efforts to realize the Performance of the Government and the public's view with quality Hygiene and Gardening services are closely linked to the quantity and quality of THL officers. This study analyzes the workload and needs of THL officers at the Aceh Tamiang District Environmental Office. Work sampling method is used to measure workload, while Workload Indicator Staffing Needs (WISN) method is used to measure worker's requirement based on actual workload. Work sampling was conducted on 02-06 April 2018, and the result was used as the subject in in-depth interview with some informants. The results of this study indicate that existing THL officers have used 98% of their working time with productive activities. Of the productive activities referred to, as much as 89.4% is for direct productive activities, while the rest is indirect productive activities. A total of 7.3% of indirect productive activities are preparatory activities of retrieval of work tools and return of work equipment. Thus in this study obtained there as much as 3.3% is a non productive activities and personal activities. Based on the results of the work sampling, with WISN, the current number of personnel is smaller than the need for personnel to complete the tasks and functions in Hygiene and Landscape Service Performance of Aceh Tamiang Regency Environment Office.
