Pemberdayaan Aparatur Sipil Negara pada Kantor Camat Kisaran Timur Kabupaten Asahan Provinsi Sumatera Utara

Abstract

The purpose of this research is to know how the empowerment of the Civil Apparatus of The State on the sub-district office east Kisaran, Asahan Regency of North Sumatera Province And to know the factors supporting and the empowerment of the Civil Apparatus of The State on the sub-district office east Kisaran, Asahan Regency of North Sumatera Province. This research uses qualitative approach method with data collection technique through in-depth interview, observation, literature study, and documentation study. Data analysis technique used is interactive analysis model from Miles, Huberman and Johny Saldana. The results showed that the empowerment of the Civil Apparatus of The State on the sub-district office east Kisaran, Asahan Regency of North Sumatera Province is still not optimal. This can be seen from his obstacles to the East Kisaran District Office to empower the Civil State Apparatus, Is still a lack of quantity of education and training and limited allocation of funds budgeted to create apparatus that has professional competence. Nevertheless, the empowerment of the apparatus conducted by the east Kisaran District Office has brought about a better change, Is not only the increasing capacity of the apparatus but also can improve the attitude and behavior of the apparatus in order to improve performance.
