Implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil di Sekretariat Daerah Kabupaten Aceh Timur

Abstract

In improving the discipline of Civil Servants, the Government has provided a policy with the issuance of Government Regulation no. 53 of 2010 on Civil Service Discipline which is the legal basis to guarantee Civil Servants and a foundation to arrange the preparation of a good state apparatus and correct. The legal basis that continues to be adapted to the current situation and condition of the Civil Service is the basis for carrying out the duties and obligations of the Employees as well as other matters relating to it. The obstacles in the implementation of Government Regulation no. 53 of 2010 on the discipline of Civil Servants in the Secretariat of East Aceh Regency is (1) communication. (2) resources. (3) executive attitude. (4) bureaucratic structure. In addition to other factors, the standard of work assigned to staff does not comply with the SOP.To optimize the need to meet the needs of employees such as transportation. The existing facilities are still low or insufficient employee needs. In order for the Government is able to provide facilities that can increase the spirit of the Employees so that the level of discipline of the employees can also increase. The purpose of this study is to analyze (1) the implementation of Government Regulation no. 53 of 2010 on the discipline of Civil Servants in the Regional Secretariat of East Aceh Regency. (2) factors that become obstacles in the implementation of Government Regulation no. 53 of 2010 on the discipline of Civil Servants in the Regional Secretariat of East Aceh Regency. This study used descriptive qualitative method. The sample in this study amounted to 8 people. Data collection was obtained from interviews, documentation and observation. After the data obtained then analyzed by using data reduction, data presentation and verification.
